Tender description

West Lancashire Borough Council proposes to undertake a Sustainable Organisation Review, the purpose of which is to reappraise fundamentally the Council's operating model, and to identify opportunities for further income generation and efficiencies across all services — General Services (GRA) and our Council Housing stock (HRA) - with the aim of ensuring that the Council can deliver its vision, key priorities, and maintain service provision and financial sustainability beyond 2020/21 which would involve a study or studies and associated work. The Council requires experienced and suitably qualified consultants to undertake key aspects of the Review. Lot 1 Organisation Review, including. (a) an organisational staffing and culture review — a critical review of the current organizational staffing structure at all levels, including administrative functions, organizational cultures, business processes, customer contact and service delivery structures through which the Council supports and delivers its statutory and discretionary roles, including outsourced activities, in the context of the need to be self-financing by 2010/21. Options and recommendations for how these structures etc. can be modified to achieve and exceed the financial objectives (closure of a significant budget gap). Provide a descriptive route map including timescales and phasing, explaining how the transition to the proposed structure(s) and acquisition of the required skills sets would be achieved. (b) income generation — a critical review of the current approach to income generation, including the Council's approach to charging; a review of the Council's investment in commercial property in the context of its capital and asset base, powers, capacity and local market context; a health check on the governance arrangements for commercial activities; a review of business rates income generation and collection; recommendations for new areas into which the Council might venture in order to generate additional income; an overview of the financial model and business case for each of the investment areas that the consultant considers to be viable. (c) ICT advice — a critical review of the current ICT provision in terms of its direction of travel, management and customer service provision; an evaluation of the main elements of the existing arrangements which are likely to require fundamental change in order to meet the Council's objectives; recommendations for how the current ICT provision needs to change in ordwer to support the structures) set out in the Organisation Review. The study work is required to be undertaken between November 2018 and April 2019 (provisional). Lot 2: Optional Additional Services, primarily specialised support in order to achieve the outcomes resulting from the Organisation Review. These might include assistance with the specification of implementation support consultancy packages; business process re-engineering; ICT support e.g. development of appropriate specifications and assistance with the procurement and development of new IT solutions; and HR-related support e.g. development of job descriptions, grading structures, benchmarking, job evaluation, drawing of the pay line, running of recruitment and assessment centres. Subject to need, initial contract(s) for this Lot (optional) will be awarded in July 2019 (provisional).
