School meals

Tender description

The Council wish to procure a contract with a provider with the prime objective of providing school meals throughout the City’s schools, the contract should improve value for money for schools and parents, whilst providing good quality healthy meals for children which as a minimum meet the standards set within Schedule 1 — Service Specification. The Council will require that contractors demonstrate a commitment to sustainability issues. Food supplied should be healthy and produced in ways that respect the environment, animals and people, and prioritise local, seasonal produce where available, appropriate and affordable. Restricted Procedure in accordance with the requirements of the Public Contracts Regulations 2015 (SI2015/102). The Standard Selection Questionnaire (SQ) will be used to shortlist a maximum of 6 bidders to Invite to Tender. The SQ will consist of both scored and pass/fail questions. Only those bidders who pass all pass/fail questions will have their scored responses scored. Scores will be used to rank bidders and the top scoring bidders will then be invited to tender. The tender will be scored based on the most economically advantageous tender submission. Tenders will be assessed on price (55 %) and quality (45 %) criteria.
