Tender description

Portsmouth City Council (the Employer) has awarded a contract to provide heritage advice and archaeological support to the Employer for the Southsea Coastal Defence Scheme. The contract is NEC3 Professional Services Contract Option G - Term Contract. Task Orders will be issued to the Consultant for the provision of services under the term contract. The contract will run for an initial base term of 7 years extendable to a maximum total term of 8 years. The estimated total value of this contract is £350,000. More detail about the potential £350,000 can be found in section II.2.4 of the contract notice. The services to be provided under the term contract may include: — provide expert heritage and archaeological advice to the Employer during the next stages of design, in which the current conceptual design will be further developed to a sufficient level of detail to obtain planning permission, and subsequently to full detailed design. The Consultant shall support the Employer in satisfying the requirements of this Scope and address the issues and concerns raised by key heritage stakeholders including Portsmouth City Council’s Conservation Officer, Hampshire County Council’s Historic Environment Team, and Historic England. — provide support to the Employer and draft applications for a heritage related licenses and consents. — produce written schemes of investigation (WSIs) for all required stages of site investigations and construction works. — provide an archaeological watching brief for site investigations and construction works. — produce a Heritage Statement for the planning permission application. — produce an Archaeological Mitigation Strategy for the planning permission application. — undertake environmental sampling, laboratory testing and analysis of samples where required. — provide advice and support to the Employer in cases where the discovery of material is made on site. — preparation of deposit models, where required. — reporting. The estimated value of the above is £300,000. Although this contract has been let for use on the Southsea Coastal Defence scheme, should there be a requirement that the Employer requires assistance on 1 of the other schemes it is running during the contract term, they reserve the right to ask the successful Supplier if they wish to bid for the work. Any additional Services let through this contract could add an additional £50,000 to the value of the contract.
