Tender description

The Landfill Disposals Tax (LDT) Communities Scheme will replace the Landfill Communities Fund in Wales when Landfill Tax is devolved to Wales from April 2018. A distributive body will administer the grant scheme on behalf of the Welsh Government. The scheme will support the local community and environmental projects in areas affected by the disposal of waste to landfill. The distributive body will be responsible for managing, implementing, administering, monitoring and reporting on the Landfill Disposals Tax (LDT) Communities Scheme in Wales on behalf of the Welsh Government (the Client); the contract value is expected to be GBP 100 000.00 GPB per annum. The scheme will fund projects supporting biodiversity, waste minimisation and other environmental enhancements for the benefit of communities in areas affected by the disposal of waste to landfill. The distributive body will distribute in the region of 1 400 000.00 GPB of grants per annum to projects. As part of its governance arrangements, the Client will seek assurances that the grant is being administered effectively and efficiently with proper consideration given to safeguarding regularity and propriety and to achieving value for money. The distributive body will be responsible for ensuring funds are distributed to projects in line with the aims and principles of the Scheme. An important element of this will include ensuring projects are aligned with and support the delivery of Welsh Government priorities and policies including delivery of the seven well-being goals and demonstrating the five ways of working of the Well-being of Future Generations (Wales) Act 2015. The distributive body will be responsible for publishing an annual report on the scheme outlining how the money is being allocated and the outcomes delivered. As part of this, the distributive body will be expected to ensure that an evaluation framework is built into the scheme from the outset. It is anticipated that the distributive body will be in place by 1 January 2018 for the mobilisation phase. The mobilisation phase will enable the distributive body to work with the Client to determine the detail of the Scheme prior to its publication and implementation from April 2018 and for the distributive body to produce an initial delivery plan. Service provision for the contract will commence on the 1 April 2018 for a period of 4 years. An option to extend the agreement for 2 X 1-year extensions will be available to the Client and will be subject to annual performance reviews.
