Civica UPM2 Licences and support & Maintenance. this is for licencing and support of the West Yorkshire Pension Funds Civica UPM2 pension system. The Council are not looking to procure a system, we are looking to licence and support the system currently in place. Civica Ltd is the owner of the Intellectual Property rights (IPR) of the UPM2 Pensions System software and is the sole provider of UPM2 licences. This VEAT notice is for the ongoing User Licence Subscription and support. The contract is not to procure a new system or solution, it is solely to support the system it has previously procured. Competition is absent for technical reasons and the protection of exclusive rights (source code, licencing, Civica do not allow other 3rd parties to provide licence subscription and support). No alternative or substitute exists that can provide the required licence subscription and support services.
