Tender description
The provision of full maintenance services for Firing Range and Firing Equipment are on a 24/7/365 basis to the MOPAC Estate, at 4 locations across Greater London. The scope includes but not limited to, planned maintenance, statutory inspections/compliance testing and a reactive call out service. The Metropolitan Police Service (the Authority) is the largest police force in the UK. In the current challenging economic climate the organisation has achieved significant progress and change; delivering cost reductions and improved value for money, whilst continuing to provide an exemplary service to Londoners' and visitors to London. The key objectives of the Authority are to cut crime and increase public confidence whilst reducing costs and therefore they continue to look for more innovative ways to help meet the targets. As the strategy continues to evolve, and the desire for delivering “more for less” remains, KBR is seeking to engage with the market to explore options for delivering the most appropriate service for the most competitive market cost, whilst ensuring fairness and transparency throughout. The purpose of this prior information notice (PIN) is to engage the market in preparation for the tendering of the Provision of Maintenance of Firing Range and Firing Equipment including Statutory Inspections. Interested suppliers will be invited to participate in a market engagement exercise that aims to provide the MPS with an innovative and potentially alternative solution that will enhance the delivery of these services across the estate, reduce costs and provide value for money. The provision of full maintenance services for Firing Range and Firing Equipment are on a 24/7/365 basis to the MOPAC Estate, at four locations across Greater London. The scope includes but not limited to, planned maintenance, statutory inspections/compliance testing and a reactive call out service. The Supplier shall also undertake small works projects up to an approved threshold value (currently 25 000 GBP per project). The requirement is as follows: — Provide suitably trained and competent personnel to carry out tasks on the MPS estate in accordance with secure and safe procedures. — Provide condition based advice and technical support on all components and equipment. — Provide statutory, legislative and insurance inspections and corrective works to ensure the legal compliance of all components and equipment within the MOPAC Estate. — Provide a Planned Maintenance Service that will include but not limited to: —— General operational checks and cleaning targetry systems, ventilation systems, range boxes, bullet trap areas, range floors and division posts, —— Routine checks De-Leading Traps, —— Routine Maintenance of Armored Bullet Traps (Escalator and Venetian Blind types), —— Routine Maintenance of Granular Traps. — Provide a Reactive Maintenance Service on a 24/7/365 basis, covering all Firing Range plant and equipment in scope. — Provide Statutory and Inspection Testing at the frequencies required by the relevant statutory legislation to ensure MOPAC’s compliance with its statutory duties.
