Summary of the work Design migration solutions: Migration Strategy; Migration Approach; select tooling; identify and estimate technical deliverables; produce / assure technical deliverables; identify skills and select staff; analyse issues; propose options Data Readiness service: advise on Data Migration best practice and specialist tooling; build relationships with other teams; upskill Data Readiness core team Specialist role Technical Architect Expected Contract Length Potentially up to 2 years. Initial Commitment will be a Statement of work for 6 months. Latest start date Monday 23 April 2018 Early Market Engagement None undertaken Who Speclialist Work With The specialist will work across, - The Data Readiness core team - The PPPT Programmes and Projects delivering new IT solutions (typically Agile and multi-vendor) - Legacy systems support teams (these may be outsourced services, or teams within end-customer organisations such as Policing) What Specialists Work On Programmes & Projects in the Police & Public Protection Technology (PPPT) portfolio. Specialist will lead on the discovery of the data migration requirements, development of data migration strategies, and design of technical solutions for migrating data from current systems into their replacements, including both business applications data and end-user data Skills & Experience • At least 3 years experience as a Solutions Architecture • Data Migration experience of at least 4 data migration projects including both moving end-user data and and moving data from a line of business application system/service into a replacement system/service • At least 2 years’ experience of designing strategies, architectures, processes and software for bulk migration of data, acquired on at least 2 different projects each of > 6 months’ duration • At least 2 years’ experience working in structured environments requiring adherence to appropriate technical standards (Note: “structured” should not be taken here as implying “Waterfall”) • Strong ability to work in multi-disciplinary teams, bring together people and views to inform decision making, and be willing to support work that isn't part of your core role • Strong stakeholder engagement skills and the ability to communicate technical concepts to non-technical people • An understanding gained through actual project or programme experience of the fundamental elements of hosting and cloud technologies, including: design; planning; security and compliance; integration; provisioning; cloud storage; virtualisation • An understanding gained through actual project or programme experience of infrastructure architecture (as relevant to the specification of environments for data migration), including networking • An understanding gained through actual project or programme experience of impact analysis of solution options, and assessment and management of associated risks • An understanding gained through actual project or programme experience of translating business requirements into workable solutions in line with technology and digital strategies. • Experience of engaging peer-to-peer with Solutions Architects working for other organisations within a multi-supplier environment Nice to Haves • Experience of acting as part of the customer team, engaging Supplier Solutions Architects as the “intelligent customer” ensuring the customer can retain ownership of the design and approach • Experience of 1 or more applications development projects using as many as possible of the following: Oracle XML SQL Server relational database experience AWS environments Talend Sharepoint • Experience of delivering on technical projects for Government in recent years (2014 or later) • Experience of delivering within large Programmes (upwards of c. 100 staff) • Experience of setting technical standards for projects or programmes • Experience of designing architectures and data models • Data governance experience • Data Quality management experience Work Location Bernard Wetherill House 8 Mint Walk, Croydon CR0 1EA London Working Arrangments The Specialist will be required to work at Croydon, nominally 5 days per week. There may be opportunity for occasional remote / home working subject to IT and delivery constraints. The Specialist must be willing to visit, or work for short periods at, other UK locations, predominantly in London or the Home Counties. Home Office IT will be provided although there may be an option for the Specialist to use their own devices, subject to agreement of a Security Aspects Letter. Security Clearance Clearance to SC level or commitment to undergo SC vetting procedure. Additional T&Cs None No. of Specialists to Evaluate 4 Cultural Fit Criteria • Experience of working with Central Government or major private sector corporates. • Evidence of how the proposed Contractor would integrate with existing team members, take ownership of problems, resolve issues, and overcome barriers. • Demonstrable ability to work within the spirit of the Civil Service code, as at https://www.gov.uk/government/publications/civil-service-code • Experience of successfully managing relationships in a multi-vendor environment - and in particular involving SMEs • Commitment to transfer acquired knowledge & skills to Civil Servant team members Evaluation Weighting Technical competence 60% Cultural fit 10% Price 30% Questions from Suppliers 1. What is the IR35 Status of this role? This role is currently assessed as being outside of IR35. However this will be re-assessed before the point of contract award and may change, according to the individual circumstances of the successful candidate.
