Provision of new modules (software), maintenance and support arrangements and technical enhancement of an existing management information system. This system records children attending schools, academies, nursery / childcare providers and other forms of education in the Contracting Authority's administrative area. It is used to deliver various statutory and local services to children, families, schools, the public and other key stakeholders. Such provision has specific and unique characteristics and functionality which satisfies the Contracting Authority's particular requirements. It is considered not to be technically possible for another supplier to perform the proposed contract on the grounds outlined within this notice and therefore there is an absence of competition. The proposed contract is for the provision of new modules (software), maintenance and support arrangements and technical enhancement of an existing management information system. This system records children attending schools, academies, nursery / childcare providers and other forms of education in the Contracting Authority's administrative area. It is used to deliver various statutory and local services to children, families, schools, the public and other key stakeholders. The proposed contract for these Services will be for 4 years 7 months commencing on 1.9.2018. The total value of the proposed contract is 1 729 000 and includes a 1 off capital payment for the enhanced functionality of approximately 249 000 GBP. Such provision has specific and unique characteristics and functionality which satisfies the Contracting Authority's particular requirements. It is considered not to be technically possible for a supplier other than Capita to provide the Services as they are the sole supplier of licences and technical development for the existing system and have specific expertise, extensive knowledge and understanding of it. Further, they are the only operator with access to the underlying deliverable software and code; and who can maintain and operate the existing system so it is compatible with the new modules to achieve full interoperability and integration between the existing system and the new modules and vice versa. In addition they are also the sole supplier of the new modules. The existing system is complex and has been the subject of on-going development and rollout which has resulted in it also being used by various key stakeholder agencies across the Contracting Authority’s area. Only Capita can provide the continuity whereby the other agencies could still utilise their own database systems to access/use the existing system with the addition of the new modules.
