Put in place robust programme controls and governance to meet stakeholder requirements Specialist role Portfolio manager Expected Contract Length 6 Months (with option to extend for 3 months) Latest start date Tuesday 8 May 2018 Early Market Engagement None Who Speclialist Work With Head of Product Development Product Development Directors Programme Directors Citizen Health Technology PHC2020 programme Delivery & Technical Teams specifically • NHS.UK, • NHS Online, • Citizen Identity, • Health Apps Assessment • Personal Health Record Other NHS Digital Directorate Leadership Teams as required Empower the Person Portfolio Senior Responsible Owner (SRO) External Stakeholders e.g. NHS England, Government Digital Service, Department of Health and Social Care What Specialists Work On Responsible for overall leadership and management of the Empower the Person Portfolio to ensure delivery of all ministerial commitments, Personalised Health and Care (PHC) 2020 key outcomes and other agreed milestones in accord with time / cost / quality as per those set out in the PHC2020 Level 1 milestone plan for the following digital programmes: • NHS.UK; • NHS Online; • Citizen Identity; • Health Apps Assessment; • Personal Health Record Establish and maintain effective working relationships with both internal and external stakeholders and lead in the interaction and communications with the NHS England SRO. Skills & Experience • The Supplier must have a minimum of five years proven experience in managing and implementing complex digital change and transformation projects including monitoring, managing and reporting on finances (15%) • The Supplier must have 2 years demonstrable experience of delivering large scale agile projects including setting up a delivery environment for multidisciplinary teams (8%) • The Supplier must have a proven ability of delivering programmes that have complex regulatory requirements including international standards and governing bodies (5%) • The Supplier must have demonstrable experience in being able to constructively challenge and remove any unnecessary barriers to service delivery (7%) • The Supplier must demonstrate they understand user centred service design practices, Government Digital Service Standards and the assessment process (5%) • Minimum of 3 years’ experience in leading a collaborative, dynamic planning process - prioritising the work that needs to be done against capacity and capability of multidisciplinary teams (5%) • Demonstrable experience in supporting procurement and commercial management functions to source required outcomes (5%) • The Supplier must have demonstrable strong negotiation skills and the ability to influence external partners, suppliers, stakeholders and customers to secure mutually beneficial outcomes (5%) • Extensive demonstrable experience of delivering face-to-face presentations to large groups of stakeholders, in often pressured and political situations (5%) • Proven track record of managing and mitigating risks and issues strategically (5%) • The Supplier must have a recognised management qualification as well as formal programme / project management qualifications or be able to demonstrate equivalent knowledge and experience (5%) Nice to Haves • Experience of acting as an Infrastructure Projects Authority (IPA) Reviewer Team Member or Review Team Leader for Department of Health and Social Care and/or Cabinet Office • Ability to create concise and insightful communications for dissemination to all stakeholder groups • Experience demonstrable of strategic business planning and financial control Work Location Primary NHS Digital locations include: 151 Buckingham Palace Road London SW1W 9SZ Skipton House 80 London Rd London SE1 6LH 1 Trevelyan Square Boar Lane Leeds West Yorkshire LS1 6AE Bridgewater Place 8th Floor Water Lane Leeds LS11 5BZ Working Arrangments - In other relevant office locations when required for delivery - Remote working - Some travel required to Leeds and other London sites Security Clearance Baseline Personal Security Standard Additional T&Cs It is intended that this specialist delivery role is outside the scope of IR35 No. of Specialists to Evaluate 3 Cultural Fit Criteria • Able to act in accord with NHS Digitals core organisation values and behaviours as follows (4%): • Evidence of being able to works across boundaries, looks for collective success, listens, involves, respects and learns from the contribution of others (2%) • Ability to evidence an honest and transparent approach in all actions and decisions including sharing knowledge across teams (1%) • Demonstrable evidence of being able to work well with various senior stakeholders across multiple agencies and teams including having a cohesive approach to working with internal capabilities (2%) • Offers and demonstrates a flexible solution-based approach to problems (1%) Evaluation Weighting Technical competence 70% Cultural fit 10% Price 20% Questions from Suppliers 1. NHS has already published a Head of Delivery role twice. Is this the same role republished or a different one? This requirement has been published again as it is a Portfolio Manager Role rather than A Delivery Manger. Earlier publications of this requirement have been withdrawn 2. What is the maximum day rate for this opportunity? The authority has decided not to publish the date rate to encourage more competitive bids. 3. You mention not publishing a rate but our rate is fixed to our DOS2 application, if we have an ideal candidate would you consider authorising our charge rate being increased to accommodate our specialist? The any changes to rate cards needs to be managed via CCS the owners of the framework. Therefore this cannot be considered. 4. Please could you give an approximate estimation of the percentages of time you think the role will be required be on location at the London sites and Leeds sites and what percentage the individual could be remote working. % based over 2-week period but is subject to change depending on requirements70% London (7 days)20% Leeds (2 days)10% Remote Working (1 day) 5.
