Tender description

Southend-on-Sea Borough Council (the Council) is seeking to engage an experienced Telecommunication Service Provider of Mobile Telecommunications Services; to include Voice, Text, Data, and devices (devices being an optional item). Southend's Council currently have a number of mobile connections with various tier one providers, it has been agreed that a consolidation and single supplier approach should be adopted. The Primary focus is to reduce cost per head and increase customer satisfaction across a number of areas; mobile signal, data speed, data amount, moves, addition and changes. The Council is looking to buy a minimum of 340 000 minutes, minimum of 40 000 texts and minimum of 300 GB. The Council currently buy handsets via the minutes supplier because of a 50 GBP hardware incentive for every new connection. The Council currently procure Samsung A3 and replace around 200 devices a year through natural churn. There are no plans to replace all devices currently. Should a supplier not provide costs of handsets, within their proposal, a charge of 244 GBP per device will be added to the commercial considerations based upon 200 per annum.
