Tender description

This is a prior information notice (PIN) only: publication and call for competition will be conducted once the scope of work is fully defined. In September 2017, DFID approved an overall investment of up to 29 000 000 GBP (£15 for a Research Programme Consortium and 10 000 000 GBP for an Accountable Grant) over 5 years (2019-2024) to fund new, operationally-relevant research on cross border conflict across the Middle East, Asia and Horn of Africa. This will examine the trans-national networks and narratives that connect them, including flows of people, weapons and resources, and provide evidence based options for how international actors should innovate and respond. This programme – “X Border Conflict Evidence, Policy and Trends” (XCEPT) is explicitly operational in focus. Success will require the supplier to actively engage with DFID and HMG country and policy teams to ensure that new evidence is taken up in operations. The Department for International Development (DFID) has committed to spend 50 % of the UK aid budget in Fragile and Conflict Affected Situations (FCAS) as part of the UK Aid Strategy and to expand work on conflict, security and justice in line with HMG’s Strategic Defence and Security Review and Counter Terrorism Strategy. Subject to the completion of a Business Case, DFID will be seeking a supplier(s) to deliver operationally-relevant research on cross border conflict across the Middle East, Asia and Horn of Africa. This will examine the trans-national networks and narratives that connect them, including flows of people, weapons and resources, and provide evidence based options for how international actors should innovate and respond. DFID will be hosting an Early Market Engagement Event about the planned Cross Border Conflict Research Programme. This will be an opportunity for potential suppliers to learn about the proposed programme, provide feedback, and ask DFID questions.
