Summary of the work Product Design Lead required to support the Head of Digital Delivery to set up the Product Design Practice. Able to direct a team of business analysts, user researchers and Product Owners with an ability to build credible relationships at senior levels and undertake knowledge transfer when permanent position filled. Specialist role Service manager Expected Contract Length Three months minimum Latest start date Monday 28 May 2018 Who Speclialist Work With The specialist will support the Head of Digital Delivery to set up the Product Design Practice (including Service Design, Business Analysis, Interaction/content/front-end design, User Research and Product Ownership). There is no current suitable internal resource with the required skills. They will work with counterparts in DWP to build cross-community ways of working, support the organisation’s strategy to increase digital capability and assure delivery of digital services. What Specialists Work On 1. Support the Head of Digital Delivery to set up and lead the Product Design Practice, setting contemporary product design standards and working practices. 2. Work with counterparts in DWP to build cross-community ways of working, support organisation’s strategy to increase digital capability and assure delivery of digital services; providing direction and coaching. 3. Work with DWP Practice Leads to develop a deep understanding of customer needs both now and in the future, and define strategic, longer-term view of service demand. 4. Undertake effective knowledge transfer to permanent position when filled. Skills & Experience • Understand Business Strategy. • Ability to define requirements standards and quality targets for an organisation in agreement with key stakeholders. • Be able to work with other Service Practice Leads and Heads of Practice to build cross-community ways of working to support delivery priorities and effectively deliver common goals. • Undertake effective transfer knowledge to permanent position when filled. • Able to advise on tools and methods to be used to communicate the user experience. • An expert in understanding the strengths and limitations of different methods who is sought out by peers for advice on research planning. • Excellent leadership skills. Play a significant role in shaping and developing the capability of product owners across the organisation, with experience leading multiple product teams. • Have substantial experience of engaging multidisciplinary teams with a user-centred design process, and explaining design decisions and other ideas in a way that other people understand. • Have demonstrable experience of managing a team of individuals from at least one of these disciplines: Service Design, Business Analysis, Interaction/content/front-end design, User Research and Product Ownership. • Able to direct a team of business analysts, user researchers and Product Owners, with an ability to build credible relationships at senior levels within a complex organisation. • Identifies both functional and non-functional requirements and prioritises high level and detailed requirements and user stories. Nice to Haves • BCS International Diploma in Business Analysis • Experience in working in wide range of Project Environments specifically Agile with an understanding of the different approaches, for example Scrum, XP, DSDM. • Previous experience within government services. • Previous experience of taking a service live, delivering continuous improvement. Work Location Caxton House London with significant travel to Blackpool, Newcastle, Leeds / Sheffield and Manchester Working Arrangments Onsite 5 days a week. Significant amount of travel between the locations of London, Blackpool, Newcastle, Leeds / Sheffield and Manchester. Maximum, of £1,000 per week limit on expenses, which must be pre-approved and adhere to BPDTS Ltd Expenses Policy. The role is outside of IR35. 3. Would the Hiring Manager consider a specialist who would prefer to be based at the Blackpool site, instead of London? Appreciating extensive travel between sites will still be required. Yes – they can be based at any of the sites, with extensive travel. 4. Is there a Day rate/Budget range for this role? As per the published advertisement the Department has not set a Day rate/Budget range for this role. 6. You say “Utilise personal network to attract talented individuals to the organisation" - can you say how much hiring you are expecting to perform over the next 6 months? A key priority for BPDTS is to increase our capacity to deliver services for DWP during 18/19. The scale of this ramp-up will evolve over the next 6 months and will mean a significant increase in the number of resources within the Product Design Practice. 7. In essential skills and experience you mention “other Service Practice Leads and Heads of Practice” - are these based at Caxton House or around DWP sites across the country? They are based across each of the hubs in DWP. 8. You mention the need to support a team of business analysts, user researchers and Product Owners. How many of these are in post already? Are they all civil servants or a mixture of civil servants and contractors? The Product Design Practice in BPDTS is in its infancy and currently has relatively low numbers. A key part of the role will be to help shape and grow this area; recruiting a number of, primarily, permanent staff. 9. What are the key success factors for this role? (1) To support the Head of Digital set up this Practice (2) Bring key leadership and direction to the Practice (3) Work with key stakeholders to build cross-community ways of working and develop a deep understanding of customer needs 10. Are you able to give more information as to which of the 'Assessment Methods' of Written Proposal, Case Study, Work History, Reference and Presentation - you will be using? We will be using Presentation for the shortlisted/sifted suppliers. It is anticipated that the presentation will be on the 21st May in either Newcastle, London or Manchester. The presentation will need to address how you will deliver the key success factor outcomes as detailed in Q9 of the Q+A Log.
