Tender description
Portsmouth City Council — the “Council” — is seeking to appoint a partner design and build contractor to deliver new road and highways infrastructure within the City Centre. The Council estimates that delivery of the scheme may cost in the region of 70 000 000 GBP. The Council is working to a target date of Q3 2019 for completion of design activities and commencement of works on site. The Council forecasts that the works may take approximately 2 years to complete. The Council is targeting to have secured the successful partner contractor by 30.10.2018. Application is via completion of a Supplier Status Questionnaire (SSQ) and associated documentation which must be submitted by 15.6.2018 (14:00). Portsmouth City Council — the “Council” — is seeking to appoint a partner design and build contractor to deliver new road and highways infrastructure within the City Centre. The Council is seeking a transformational change to the City Centre to help enable the growth and increased productivity the City needs to achieve. The scheme involves the realignment of the main route from the M275 to allow easy access to the whole of the City Centre and open up a number of sites for future development. Following extensive public consultation the Council submitted a planning application on 1.12.2017. The Council estimates that delivery of the scheme may cost in the region of 70 000 000 GBP. This figure includes all pre-construction and construction activities that the Council may require the successful contractor to undertake but excludes wider project delivery such as internal costs, 3rd party fees, land acquisition costs, etc. The Council has set aside 22 500 000 GBP in its capital programme towards this project which was approved by full Council on 13.2.2018 and is actively engaged in sourcing the balance of the remaining funding through a number of routes. The Council will require the successful contractor to assist the Council in unlocking critical path finance streams as well as reviewing the scheme in detail to identify areas where cost reductions may be realised. Whilst the Council cannot commit to a firm programme at this point a target date for start on site has been set as Q3 2019. Based upon the scheme envisaged within the planning application the Council forecasts that construction may take approximately 2 years to complete. The Council is targeting to have secured the successful contractor via this procurement process by 30.10.2018. The Contractor will be required to work with the Council on 2 stage open book principles with the addition of an initial ECI phase which will be subject to its own specific contract. All contracts between the Council and the Contractor will be let on the basis of NEC3 or NEC4 terms with an expectation that supply chain / subcontracting activities are let on back to back terms as appropriate. The Council will execute this procurement process in accordance with the “Restricted Procedure” as set out within the “Public Contracts Regulations (2015)” which encompasses an initial shortlisting phase prior to inviting tenders from the shortlisted contractors. In the interests of managing bidding costs for all parties the Council envisages shortlisting 4 contractors only to take part in the tender stage, however this number could increase in the event of minimal differences in scores. The Council will run the procurement process in line with the following programme: — issue of Supplier Status Questionnaire (SSQ) and associated documentation via Council e-sourcing portal: 8.5.2018, — publication of OJEU Contract Notice: 7.5.2018, — bidder's Session: 24.5.2018 10:30 — 13:00, — requests for clarification deadline: 23:59 on 31.5.2018, — SSQ and associated documentation submission deadline: 14:00 on 15.6.2018, — completion of SSQ evaluation and confirmation of shortlisted tenderers: 29.6.2018, — 1-1 consultation with shortlisted tenderers: W/C 9.7.2018, — tender pack issued to shortlisted tenderers: 30.7.2018, — tender submission deadline: 7.9.2018, — tenderer interviews: W/C 24.9.2018, — conformation of preferred bidder: 19.10.2018, — standstill end: 23:59 on 29.10.2018, — contractor secured: 30.10.2018. The Bidder's Session on 24.5.2018 will take place at The Marriot Hotel, North Harbour, Portsmouth. The session will run from 10:30 — 13:00.
