Bracknell Forest Council (the “Council”) is seeking to appoint a leisure management provider to operate 3 facilities: Bracknell Leisure Centre, Coral Reef and Downshire Golf Complex. The proposed contract is for 10 years starting on 1.3.2018 with an optional extension of a period of 5 years. The services are currently provided in-house by the Council. The Council will only award the contract if sufficient savings can be made while maintaining the high quality service. The procurement is being let in two separate lots, details are set out in Section II.2. This procurement is for “social and other specific services” under Schedule 3 of the Concession Contracts Regulations 2016. The Council intends to follow a “quasi-restricted procedure”. The Council is seeking to appoint a leisure management provider to operate Bracknell Leisure Centre and Coral Reef. The proposed contract is for 10 years starting on 1.3.2018 with an optional extension of a period of 5 years. The Council will only award the contract if sufficient savings can be made while maintaining the high quality service. The centres are well-thought of by local residents, and feature in the resident's survey “top 3 things” about living in the Borough and the Council wishes to ensure this continues. The Concession Contract Regulations 2016 apply to this procurement (the “CCR”) and the services are “social and other specific services” coming under Schedule 3 of CCR. As such the full requirements of the CCR do not apply. The Council is only bound to the extent applicable to Schedule 3 services. The proposed contract is for 10 years starting on 1.3.2018 with an optional extension of a period of 5 years. The Council will only award the contract if sufficient savings can be made while maintaining the high quality service. This procurement is for “social and other specific services” under Schedule 3 of the Concession Contracts Regulations 2016. The Council intends to follow a “quasi-restricted procedure”.
