Tender description

LCC is undertaking a procurement exercise for the provision of a highway maintenance contract to replace the current Lincolnshire Highways Alliance which is due to reach full term on the 31.3.2020. The procurement includes 3 lots: Lot 1: Highway Works. Lot 2: Traffic Signals. Lot 3: Design Services. It is anticipated that the contract term for each Lot will be 6 years starting from the 1.4.2020 with the opportunity to extend the contract for an additional six years to a maximum term of 12 years. As part of the commissioning cycle LCC is keen to test the direction of travel with the market prior to commencing the formal procurement process. To do this we are proposing to hold a Meet the Buyer Day and would request that all interested parties register interest. Please see additional information for details of our “Meet the Buyer” event. Assist LCC in the provision of the Highway Service so that the authority can meet its obligations and statutory duties. The provision of service is anticipated to initially include but not limited to: — Mobile Maintenance Teams: respond to Minor maintenance, potholes and general defects on the Highway in accordance with response times, — 24 hour Emergency Response: fast response service to deal with highway related incidents, — Winter Service Provision: labour provision for pre-salting of the highway network Drainage cleansing and landscape maintenance — gully cleansing, grass cutting and tree works, — surfacing schemes (Including Surface Treatments): patching and surfacing, surface dressing, micro asphalt and slurry sealing, — structure maintenance: bridge replacement and repair schemes, — Street Lighting: routine maintenance cleaning and replacement with emergency response. The provision of service is anticipated to initially include but not limited to: — Traffic Signals: routine maintenance, cleaning, replacement and emergency response. The provision of service is anticipated to initially include but not limited to: — Design Services: provision of management and design staff (Civil Engineers — all disciplines, Transportation specialists, Cost Engineers, Drainage specialists and Traffic Signal Specialists), — complete design packages for both Major and minor schemes, — maintain and manage LCCs Traffic Models.
