Development and Delivery of Strategy and Operational Plans

Specialised Commissioning South has a QIPP target for 2018/19 of circa £140m and a commissioning budget allocation of circa £3 billion. Specialised Commissioning South Region has been through considerable organisational change over the past 2 years and the recent change in senior leadership has led to a clear objective of setting out clear accountability arrangements to support a focus on stabilising the financial position. The need to drive this priority also recognises some gaps in senior leadership capacity and capability. There is an urgent requirement for additional specialist expertise & capacity to accelerate the planning and delivery requirements for the organisation and establish an effective operational baseline for 18/19. Consultancy expertise is required to provide the following, starting no later that April 30th 2018 and for a period of no longer than 3 to 4 months. 1. Strategy & Operational Plan - develop the operational plan for 18/19 with a clear strategy for the organisation with appropriate engagement and ownership of the team. • Review existing strategic documents and draft operational plans and finalise plans working with the Senior Team of Specialised Commissioning south (by mid late May 2018) 2. Programme Management - implement robust business programme management arrangements to support effective QIPP development and delivery and the routine business of the organisation (including the establishment of a clear business cycle).: • Review existing PMO arrangements for the organisation, recommend improvements in the arrangements and oversee the development of the PMO function (May to July 2018). 3. QIPP Programme - rapidly review and develop the current QIPP programme including matrix management delivery arrangements, clear documentation for PIDs, delivery plans and effective monitoring documentation: • Review current QIPP Plans, documentation and recommend actions to finalise existing plans; • Identify further QIPP opportunities for development and focus in 18/19; • Finalise 18/19 QIPP Delivery Plan. By end June 2018 4. Organisational Effectiveness - review, establish and implement changes to improve organisational governance, management and operational arrangements to support delivery: • High level review of existing governance arrangements and recommendations on improvement(s); • Review corporate support functions and make recommendations on their support of the operational arrangements for the organisation and links with PMO; By end July 18 5. Organisational Development - to establish an OD programme supporting the development and delivery of the operational plan and other organisational arrangements: • Consider and summarise key OD requirements - report; • Develop and initiate OD plan in support of the objective of the organisation. By end July 18
