Tender description
The Contracting Authority is committed to increasing housing supply in the Borough with a key focus of increasing the supply of affordable housing. Working in partnership with the successful bidders the Contracting Authority will reinvigorate developers' enabling roles and to move into a more collaborative local approach to the housing management services provided in the borough regardless of landlord. LBHF is committed to increasing housing supply in the Borough with a key focus of increasing the supply of affordable housing. LBHF intends to reinvigorate developers' enabling roles. LBHF also wishes to move to a more collaborative local approach to the housing management services provided in the borough regardless of landlord. LBHF has undertaken an assessment of LBHF-owned sites across the borough. Approximately 30 sites have been identified with the potential capacity for 800 homes and an element of commercial space that LBHF now wishes to develop in partnership with developers. It is LBHF's intention to maximise the supply of affordable housing in the borough and they wish to use these sites to enable housing to be built. Development expertise and experience will be a key part of the partner selection process as well as quality of the homes and their long-term management. The main objective for the developer framework are set out below: a) create more affordable homes, with nominations to the Council; b) to deliver these homes as soon as possible; c) create use of the Council’s subsidy (S106, capital receipts and Right to Buy receipts). The 30 sites are spilt Into the following 2 groups: 1) Group 1: General Fund Sites; 2) Group 2: Housing Revenue Account (HRA Sites). General Fund Sites will be the first sites to come forward as part of the framework between 2017-2023. HRA Sites will follow between 2018-2021. The sites vary significantly in terms of their capacity from just a handful of units, to sites with capacity for c.400 units. A number of the smaller sites comprise of street properties which may simply require refurbishment. The larger sites will require the potential bidder to manage and submit a planning application to LBHF, procure a project team, manage the construction process, deliver mixed tenure and mixed use projects and to manage and maintain into the future. For each of the sites, the type of housing to be delivered will vary on a site by a site basis and it will be for LBHF to provide a preferred tenure mix. It is the intention where possible to maximise the delivery of affordable housing, on a policy compliant basis, spilt between 60% of affordable / social rent and 40% intermediate housing. LBHF through S106 receipts, capital receipts and Right to Buy Receipts has the funding in place in order to deliver 100% affordable housing sites. Some sites however will require a land receipt and so an element of market sale and/or market rent may be required in order to generate a land receipt for LBHF. LBHF are also keen to explore opportunities to provide sites which comprise of Market Rent and Discount Market Rent in order to benefit from a future income stream. A number of sites will require an element of community or commercial space to be provided to meet other planning or local requirements. For each site, developers will be made aware of any specific criteria for the affordable housing tenures to allow them to factor this in to their appraisals. This may include specific affordability criteria for intermediate units, or the proposed rental levels for affordable / social rented units. For the smaller sites in Lot 1, it is the intention that these sites will be provided directly to Developers through a taxi rank system. Developers will be ranked in order of their performance in the SQ and ITT. Sites will be released to Developers in order of the results, unless there are exceptional circumstances related to a particular site. Some of the smaller opportunities may be grouped together and released as a single opportunity.
