Tender description

Decontamination of two coke ovens and by products plants with associated vessels and pipework. Decontamination of coke oven gas pipework including transfer main. Decontamination of heavy fuel oil system. Removal to grade and decontamination of 3 ammonia scrubber towers. Demolition and removal of 1 coke oven brick chimney. All metalwork to be cleaned to a level sufficient for the metal to be scrapped without further cleaning – to EU27 Scrap Steel Specification. Prior to liquidation in October 2015 SSI (UK) Ltd operated a 4 million tonne per annum integrated iron and steelmaking facility on Teesside. Included in the complex are two coke ovens and by-products plants, a coke oven gas pipeline (or main) and a heavy fuel oil pipeline (or main). As well as providing coke for the iron-making process the coke ovens produced coke oven gas which was used as fuel for the coke ovens and other manufacturing assets and coal tar, which was processed and sold as by-products. The coke ovens are situated approximately 6km apart and connected by the coke oven gas main (COGM). The COGM, also feeding the other, defunct, manufacturing facilities and the on-site power station is approximately 27km long. The diameter varies across the 27km but the interconnecting main is mostly 24” and 36”. The heavy fuel oil main (HFOM) is around 9km in length and is mostly 6” in diameter. When SSI entered liquidation the production assets were shut down in a very short period of time and not cleaned out. This has left material in tanks and vessels, recorded with estimated amounts, and in the by-products plants and both pipelines. In addition, there is historic material from pre-liquidation days in some tanks. In some areas there is residue remaining in gullies and drainage systems. Some of the material in the by-products plants and the COGM is pyrophoric and is currently maintained under a nitrogen blanket. The approximate inventory of material is: 1 000t of coal tar and distillates at South bank Coke Ovens 5 500t of coal tar and distillates at Redcar Coke Ovens 5 000t of naphthalene and other coke oven gas components in the COGM 90te of heavy fuel oil in the HFOM STSC are looking for innovative approaches to the project with a view to minimising environmental impact and cost.
