Strengthening resilience in the Middle East and North Africa (SR2) is a 3 years programme which aims to strengthen young people’s resilience – their ability to survive and thrive whatever pressures and hazards they confront. The pressures and hazards include - but are not limited to - violent extremism and the programme will focus on communities which are vulnerable to violent extremist recruitment. The programme will be implemented in 5 countries (initially Tunisia, Morocco and Lebanon and later Algeria and Jordan) in the Middle East and North Africa in the period 2018-2021. It is funded by the EU and delivered by the British Council with UK and French government partners. More information on the program and the context in which it operates will be made available as part of the ITT documents with the TORS, which are being drafted to invite bids to design and deliver the monitoring evaluation and learning support for the SR programme. This M & E framework will generate qualitative evidence around the effects of the strategic communications and capacity building, using contribution analysis (insofar as feasible) to generate credible narrative of effects – seeking to understand what changes are happening and can be assessed which suggest movement along the assume causal pathway. The British Council is particularly interested in attracting a range of organisations or consortiums to provide high-quality and internationally-recognised evaluation knowledge and skills to design and to undertake this framework.
