Tender description

Winchester City Council is seeking to understand through this Notice potential interest from experience leisure operators in the leisure management contract to operate the new Winchester Sport and Leisure Centre. This state of the art, wet and dry centre located at Bar End, Winchester will replace River Park Leisure Centre, a facility which has reached the end of its intended life. The new centre will comprise of the following facilities: — 8 lane x 50m main swimming pool, — 20m x 10m learner pool, — hydrotherapy pool, — splash pad, — 200-station health and fitness suite, — spinning studio, — 8-court sports hall, — 4 squash courts, — 2 activity studios, — clip and climb, — 8 treatment rooms, — café. The contract will also include the adjacent Winchester Sports Stadium, which is home to a 400m, 8-lane synthetic athletics track, 100m x 60m water based artificial grass pitch and a clubhouse. Winchester City Council is intending to procure a 15-year management contract commencing in Q1 2021 (with the option to extend the contract by a maximum of 5 years at the discretion of the Council). The project has 3 important partners who are all contributing financially: The University of Winchester (who own the Sports Stadium), Hampshire County Council and The Pinder Trust (whose interest relates to the hydrotherapy pool). The Council will be hosting an ‘Awareness Day’ whereby interested parties will be able to review current designs and plans for the new leisure centre and gain a greater understanding of the project. The Awareness Day will be held on Tuesday 10.4.2018 at 3:00 p.m. in the Emperor Suite, Holiday Inn, Morn Hill, Winchester, SO21 1HZ. Bidders interested in attending this day should contact the Council via InTend as described in VI.3 below. Subsequent to the Awareness Day, bidders will be provided with a project briefing document which will contain a number of questions. Bidders’ responses will be used to inform the formal opportunity that will be advertised later in 2018. Registration and response to the project briefing document will not constitute an expression of interest in this/any tender. Responses will not be used to evaluate your company, create a short-list or guarantee inclusion (or mean exclusion) in any resulting tender exercise. This exercise is only to obtain feedback to inform our specification and the formal tender process, which will follow later in 2018.
