Tender description

Home Group is seeking to establish a framework agreement of suitably qualified & experienced professionals to undertake Fire Risk Assessments on such premises as; rented accommodation, offices, supported accommodation, leasehold accommodation and commercial premises. More specifically, the scope of the premises covered will include; residential premises, sheltered housing, extra care housing, hostels, Houses of Multiple Occupancy (HMO) houses or flats ranging from single storey to six storeys, offices and community spaces. These configurations of accommodation will be found in both converted and purpose built buildings. Assessors may also be required to complete pre occupation assessments of new build premises (near completion) with a view to the assessments being undertaken, completed and sent back to Home Group in good time so that remedial measures can be undertaken by the Principal Contractor before handover/the premises is occupied. A post occupation inspection would then be required. More specifically, the scope of the premises covered will include (but not exclusively); offices, places of assembly, residential premises, sheltered housing, extra care housing, hostels, HMO bedsit type houses ranging from single storey to six storeys, two to five storey buildings converted into self-contained flats, single and two storey flats of multiple occupancy and purpose built blocks of flats. The assessors may also be required to complete assessments of new build premises (near to completion) with a view to the assessments being undertaken, completed and sent back to Home Group in good time so that remedial measures can be undertaken by the Principal Contractor before handover / the premises is occupied. The assessments required under this framework are: Type 1: Common parts only (non-invasive assessment). Type 2: Common parts only (intrusive). Type 3: Common parts and dwellings (non-invasive assessment). Type 4: Common parts and flats (invasive). From the above, the preferred fire risk assessment type is that of a type 1 fire risk assessment for the communal areas of all Home Group premises where the Regulatory Reform (Fire Safety) Order 2005 is applicable. Home Group have directly employed staff who complete Type 1 Assessments on an ad hoc basis. Due to the diverse portfolio of premises we also require FRA’s to be completed by external competent people. When determining the type of fire risk assessment Home Group will mainly request Type 1 surveys be undertaken. If Home Group consider that a different type of survey is required they will instruct the contractor accordingly. However, there may be occasions where the survey type instructed is not appropriate based on conditions found on site. In this instance the contractor should carry out the type of survey that is considered appropriate and immediately notify Home Group of the reasons for the change.
