Tender description

West Sussex County Council is seeking to procure a new arrangement to deliver county-wide Maintenance Services and a centralised Helpdesk / CAFM system to the Corporate Estate with an invitation for all Schools and Academies to utilise this new arrangement. This notice is being published to forewarn the market of the Council’s intentions and to engage with the market to ascertain market capability and assist in the formulation of the contracting and pricing structures, specifications and sourcing strategy adopted. It is anticipated that the procurement of Maintenance Services will follow the Council’s Category Management approach to enable: — Sustainable integrated services in terms of service quality and resilience, — Flexibility: being able to mould services to meet local needs and to adapt and change these services during the term of any contract, — Additional benefits related to economic growth and social value, — Maximise use of tried and tested technology / systems. The Council wishes to engage with the market to seek views on key aspects of the project in order to: —— Gain an insight into current and / or potential opportunities, —— Explore the range of commercial models / capabilities for external delivery, —— Obtain feedback on the scope of services to be included, —— Understand where and how suppliers think they could play a role and add value to the service. — Areas of current market pressures and innovation. — Ascertain a general commercial understanding of the market. — Ascertain feedback on how technology is being used to improve service delivery. This approach is intended to help influence the way in which services are commissioned going forward. The outcome of this approach will inform the best model for service delivery. The precise form, structure, scope and duration of the proposed procurement opportunity are still to be determined by the Council. It is intended that any Building Maintenance Services contracting arrangements established by the Council could also be made available for other properties which do not currently use the existing contractual arrangements, such as Schools and Academies. Interested parties should register their organisation details on the Authorities E-Sourcing Portal at: https://www.sesharedservices.org.uk/esourcing Once registered you should select Project Number WSCC 019452 and follow the instructions provided within the Project. The Authority may select a number of various sized suppliers to discuss the contents of their responses further with the objective of informing the specifications and the scope for the work; the Authority confirms that it will not share, during these discussions any details of the proposed procurement/specifications etc. and the discussions are a part of the overall market engagement. A final decision will be made on the sourcing strategy following conclusion of this market engagement process whereby it is anticipated that the formal award procedure will commence in June 2018. The Council is implementing this early market engagement exercise in order to ensure that fundamental aspects of the service are taken into account throughout the procurement process. The information that is obtained throughout this process will then be used to form the formal procurement process whereby all non-commercially sensitive information will be made available to potential providers of this contract.
