The Service entails the finance, design and construction of a waste transfer facility at Brynsworthy in North Devon. The Service also entails the reception at the above-mentioned waste transfer facility, of around 41,000 tonnes of waste collected by the District Councils of North Devon and Torridge, as well as around 4,000 tonnes residual waste from the Devon County Council's household waste recycling centres (HWRC).
