Tender description

Leicester, Leicestershire and Rutland Transforming Care Partnership identified the need to develop a choice of both short and long term housing, including small scale supported living schemes to support people coming out of inpatient settings. There is a lack of this type of accommodation locally that has been specifically designed to meet both a high level and/or complex need that includes supporting those who may have a learning disability, mental health needs and /or autism. A council owned building previously used as a short break provision has been converted into a supported housing scheme of 4 x 1 bedroom self-contained flats. 3 of the flats are for long stay provision and 1 flat for step down provision. The authority require a registered provider to fulfill the landlord function for supported housing on these residential tenancies. A full repairing Leasehold Agreement will be put into place between the authority and the successful bidder, which will detail requirements and responsibilities of the bidder in regards to Landlord responsibilities and regulations, authority monitoring regulations and other requirements. The authority will be asking potential bidders to propose an annual rental figure for the property, with a minimum of 15 years lease term which will form the pricing element of the evaluation.
