WECA has a requirement for the independent review of business cases seeking funding from the LEP funding streams (LGF, EDF, RIF) and the West of England Investment Fund. This requirement is stated in the respective Government guidance for these funds. The aim of the independent reviews is to provide challenge and scrutiny of scheme viability, deliverability and anticipated outcomes. In doing so the independent reviews will help to support project investment decision making by the WECA Committee and West of England Joint Committee. Provision of specialist transport business case review: Though Lot 1 is not limited to transport projects over 5 000 000 GBP there is a requirement that where schemes are over 5 000 000 GBP then reviewers are to advise in line with Department for Transport requirements and guidance. This should include a review of transport economic case, appraisal methodology and value for money statements. Again, where transport projects are over 5 000 000 GBP it is also anticipated that reviews may be undertaken by a team rather than an individual. However, 1 named individual will need to be the owner of the review report. For smaller transport schemes, and those which are less complex, the expectation would be for 1 individual to conduct the review. Review function for other business cases: Lots 2 seeks reviewers to cover the broad and full range of projects including skills, business support, enabling infrastructure, transport and other building projects that are seeking capital and revenue funding. Reviews of transport projects could also be awarded through this lot but these will only be for projects less than 5 000 000 GBP and any awarded through this lot would be expected to be managed by an individual rather than a team.
