West Yorkshire Combined Authority wish to engage external expertise and assistance in delivering elements of its Corporate Technology Strategy (CTS). This PIN is part of the Combined Authority's pre-market engagement for a Delivery Partner/s providing access to specialist skills, resources and support for the integration of new IT services. Latest start date: June 2018 Expected contract length: 2 years (within the context of a 4/5 year programme) Region: West Yorkshire Organisation: The work is for the West Yorkshire Combined Authority. The budget range is: 1 400 000 GBP to 2 000 000 GBP. The Combined Authority is looking to identify potential delivery partner/s capable of supporting the implementation of its CTS over the years ahead. The selected IT provider(s) will be engaged via a framework agreement. The development of the future CTS has outlined a number of project initiatives that are expected to place demand on Information Systems (IS) and respective teams which could exceed the Combined Authorities capability and capacity to deliver using the existing resource model. The Combined Authority are therefore identifying and assessing alternative approaches for delivery of the CTS using external partners. This approach has been approved by the Combined Authority One Organisation Programme Board and is regarded as an important step in delivering the future business model. The CTS delivery partner model is intended to provide the following benefits to the Combined Authority: — Ready access to the levels of specialist skills and resources needed to deliver the anticipated level of new IT services in the years ahead, — Greater integration between new IT services, — A simplified approach to the integration of new services with existing infrastructure, — Access to industry leading best practice and innovation, — Greater levels of certainty that the projects and services required for the CTS will be delivered on time, to budget and to agreed service levels. The West Yorkshire Combined Authority is seeking a technology partner or partners to support the programme through planning, process engineering, design, solution selection, development, testing and implementation activities as well as providing ongoing support. Potential partner/s will be experienced in technology design and development techniques including agile (the Combined Authority acknowledge this won’t be the only delivery mechanism/tool we anticipate using) and will engage and involve staff in the process as well as putting the customer at the heart of the design. The Combined Authority is undertaking a market engagement event in respect of these procurement proposals which will be held at the Combined Authority head office; Wellington House, Wellington Road, in central Leeds on the 22.3.2018 at 13:00 hours. WYCA will lay out its proposed procurement process, lotting structure and specification at a high level and invite discussion regarding these. There will be an opportunity for Q and A and 1:1s on a first come first served basis.
