Liverpool City Council is looking for expressions of interest from potential investors/investor developers to lead in the delivery of the regeneration of the 28-acre development zone on the former Festival Gardens site in South Liverpool. The City Council, commissioned master-planners to prepare a strategic masterplan for the site, which set out an exciting vision for the site and the riverfront. Expressions of interest should set out an investors / investor developer’s interest in the opportunity, clearing stating that the interest is not predicated on the City Council underwriting the development. In submitting an expression of interest, respondents should provide a commentary on a development mix and viability of the mix and suggest models of delivery. At this stage, the City Council is looking at a market led approach, but would look to lever in public monies to support the remediation of the site and site infrastructure, although this cannot be guaranteed.
