Single Party Framework Agreement for the Provision of IT Consultancy Service to Horse Racing Ireland

Horse Racing Ireland (HRI) was established by the Irish Government under the Horse and Greyhound Racing Act 2001 and the Irish Horseracing Industry Act 1994. It is a commercial semi-state body that is responsible for the administration, promotion and development of Horse Racing in Ireland. HRI subsidiaries include Irish Thoroughbred Marketing Ltd (ITM), Tote Ireland Ltd and HRI Racecourse Division consisting of Leopardstown Racecourse, Fairyhouse Racecourse, Navan Racecourse, Tipperary Racecourse and Leopardstown Golf Centre. The current core Alpha Racing Information system is based on a 30 year old design and technology which introduces a number of constraints regarding on-going development and maintenance of the system. A key strategic objective of HRI is to replace the Alpha Racing System using a new technology framework that enables development of a system which is web enabled, more easily maintained and expedites on-going development to meet the future needs of the Racing Industry. This major development project commenced in 2013 and it is anticipated that it will be completed by 2021. HRI are now seeking the provision of an IT consultant to perform in an advisory capacity regarding the replacement of the Legacy Core Horse Racing information system. All consultancy services provided under this framework will be allocated by and directed through the HRI head of IT department.
