Tender description

Westminster City Council (WCC) is looking to procure Revenues, Benefits and Enforcement Services The contract is divided into two lots: — Lot 1: Provision of Revenues and Benefits Services, incl. Housing Benefit Service, Council Tax Support Service, Council Tax Service, National Non-Domestic (NNDR) Service and Business Improvement Levy Service. The contract will be awarded for a period of 7 years with an option to extend for any number of periods of up to 3 years in aggregate. Lot 2: Provision of Enforcement Services for the Revenues and Benefits Services. The contracts will be awarded for a period of 5 years with no option to extend. WCC will aim to award 1 contract under Lot 1 (Provision of Revenues and Benefits Services) and up to 3 contracts under Lot 2 (Provision of Enforcement Services). Provision of Revenues and Benefits Services will cover the following: — Housing Benefit Service, — Council Tax Support Service, — Council Tax Service, — National Non-Domestic (NNDR) Service, and, — Business Improvement Levy Service. Provision of Enforcement Services contracts will be awarded as concession contracts in compliance with Concession Contracts Regulations 2016. The concessionaires will provide the concession services in relation to the recovery of unpaid Council Tax, NNDR and BID’s via Enforcement and the Taking Control of Goods. The contractors will take all appropriate steps to collect revenues due in respect of NNDR, BIDS and Council Tax and their associated costs.The concessionaires will also provide debt recovery services in relation to the recovery of unpaid Sundry Debt and Housing Benefit Overpayment Debt. Lot 2 concession contracts will be awarded up to 3 most economically advantageous tenders: — 1st placed: 75 % of work, — 2nd placed: 25 %, — 3rd: Reserve provider.
