Study to understand how feasible it is to develop the Pembrokeshire Demonstration Zone as a site for testing multiple large scale offshore renewable energy arrays. Prepare an outline design specification, complete the Environmental Impact Assessment scoping exercise, and prepare a cost estimate and programme. Develop financial model, assess potential delivery vehicles, identify available funding options, prepare procurement strategy and complete socio-economic impact assessment.
