On behalf of Breckland District Council you are invited to tender for a land viability study to identify the potential of site D5 in the Dereham area (Appendix one) as an employment site. Accordingly, the Council wishes to commission consultancy to:\n \n A) Confirm the market failure\n B) Obtain solutions to overcome the market failure\n C) Understand the business case both in both financial and growth terms to invest in the market failure
