Tender description

This is a Prior Information Notice (PIN) for preliminary market consultation purposes only. It is not a formal tender or a call for competition. A subsequent procurement exercise may be undertaken. The University is seeking feedback from the market place on a number of aspects of its proposed Low Carbon Energy Generation project. Interested parties are invited to express an interest in this project by going to https://in-tendhost.co.uk/universityofkeele/aspx/Home and completing and returning a questionnaire through this portal. Ideally Keele is ultimately looking for a supplier or suppliers to finance, design, procure, install and operate a diverse range of renewable energy generation and energy storage resources, to achieve a reduction of at least 3 000 t CO2 within the 2021 calendar year, and the potential for further reduction beyond this date. The technologies would be installed within or local to the 600 acres of University land. Keele University is looking for a mix of low-carbon sources and storage options to maximise on-site energy generation potential, to deliver the required (at least 3 000 t CO2) and recognisable reduction in carbon emissions and to function in conjunction with its current Smart Energy Network Demonstrator scheme (SEND) due to commence late 2017. The SEND scheme will be an ‘at scale ’ R & D facility of mixed energy vector supply and demand in a real-world living laboratory setting, providing demand management across domestic, commercial and industrial end users at the scale of a small town of 5 000 residents and a working population of 12 000. The University operates its own private gas, electricity (HV & LV) and water networks, providing a unique opportunity for complimentary technologies to deliver an innovative, cost effective and reliable energy solution. 1 option is for the appointed supplier(s) to adopt, operate and maintain low carbon generation of existing and planned assets.
