In order to support the development of a city wide financial plan to underpin the delivery of our Strategic Economic Plan, the Council is seeking support to refresh our economic evidence base with our partners. This is to include: • Using an external facing portal (to be hosted and developed by the council) to collate and share qualitative and quantative evidence from the council and our partners. This will include a public and a private space to share information. The evidence base will include: • Key plans, such as the City Strategy, Vision 2030, Strategic Economic Plan, Black Country Core Strategy, Black Country UCEF. • Information from other key commissions, such as the Skills & Employment Commission. • Research documents, such as the recent BOP report on the creative and cultural economy, research from planning, city development and other commercial pieces of research. • National and Regional Data, such as NOMIS and other key statistics including data from the regional observatory. • Local data relating to city specific initiatives and performance. • Other intelligence, data and documents including research from the last three years. Strategic Analysis Following the bringing together of the evidence base, a strategic analysis is required. This is to include: • A distilling of key facts, figures and intelligence for the City to inform the new Strategic Economic Plan. • A gap analysis to understand where further work is required to complete our evidence base. • A review of our key documents such as Vision 2030 to ensure 'the golden thread'. Sustainability The creation of the evidence base and analysis should be done in a way that is sustainable and can be regularly updated to ensure the maintenance of an evidence based approach and to continue to support the delivery of the key performance boards within the Council. This is to include: • Information collated in formats that enable the creation of a digital library for the council, partners, and public where appropriate. • An evidence base that has key themes, and key spatial levels such as local, regional, national clearly identified (through the use of tags for example). • Knowledge transfer to Council officers, including senior managers and analysts. Key Deliverables • A collated evidence base of key documents, plans information and data, for the Council to host on a portal/website. • A written report containing a strategic analysis of the evidence base for the Strategic Economic Plan. • Systems and processes established to ensure the evidence base is regularly updated.
