Tender description

This commission is to design and build a standardised component solution to suit all primary school blocks be they for all-through Primary, Junior or Infant or for a range of forms of entry (size of school). The framework will be delivered in 2 lots — 1 is for higher value, larger schemes (Lot 1) and the other is for lower value, smaller schemes (Lot 2). Lot 1 will include an initial 4 schemes of total value circa 12 000 000 GBP and the potential for further primary block schemes up to a total value of 45 000 000 GBP (inclusive of initial schemes). Lot 2 will include an initial 12 schemes up to a total value of 11 000 000 GBP which will be placed into 2 batches of equal number (Batch A and Batch B) and the potential for further primary block schemes up to a total value of 50 000 000 GBP (inclusive of initial schemes). The EFA intends to develop and apply the solution developed under this framework for use on future frameworks which will include the secondary school block programme. The EFA intends to appoint 2 contractors to the framework agreement for this lot — a primary contractor and a reserve contractor. The primary contractor will deliver a group of 4 primary school blocks named in the framework agreement. The reserve contractor will deliver any such schemes in circumstances where the prime contractor is unable to deliver the scheme or disqualified pursuant to the terms of the framework agreement. The estimated total value of the initial 4 primary school blocks is 12 000 000 GBP. The framework also allows for the introduction of future primary school block schemes up to a maximum value (including the named schemes) of circa 45 000 000 GBP. These additional schemes will be open to the primary contractor and the reserve contractor and subject to the mini-competition procedure set out in the framework agreement. Future schemes may be located throughout England. The EFA intends to appoint 3 contractors to the framework agreement for this lot — 2 primary contractors and a reserve contractor. The 2 primary contractors will deliver a group of 12 primary school blocks named in the framework agreement. The 12 projects will be split equally into two batches of 6 (roughly geographically) (Batch A and Batch B) and the highest scoring of the primary bidders will be given first choice on which batch to take with the other primary bidder given the other batch. If a prime contractor is unable to deliver a scheme or is disqualified pursuant to the terms of the framework agreement, the award of any such scheme will be subject to the mini-competition procedure between the remaining primary contractor and the reserve contractor outlined in the framework agreement. The estimated total value of the initial 12 primary school blocks is 11 000 000 GBP comprised of circa 6 000 000 GBP for Batch A and circa 5 000 000 GBP for Batch B. The framework also allows for the introduction of future primary school block schemes up to a maximum value (including the named schemes) of circa 50 000 000 GBP. These additional schemes will be open to the primary contractors and the reserve contractor and subject to the mini-competition procedure set out in the framework agreement. Future schemes may be located throughout England.
