Summary of the work Provision of a Head of Architecture to lead technical and business architecture capability and act as Programme Architecture Lead for Criminal Justice System Common Platform Programme in accordance with the GDS Agile methodology. The total Supplier charge will be evaluated as per evaluation criteria %. Who Speclialist Work With Common Platform Programe Governance, HMCTS Enterprise Architecture, Programme Delivery What Specialists Work On Common Platform Programe Governance, HMCTS Enterprise Architecture, Programme Delivery. Requires the skills of a multi domain architect with experience of coaching/leading domain architects to a co-ordinated delivery. Senior level enagement skills, Business acumin, conceptual understanding of all sub domains and a degree of resource management skills. Skills & Experience • Have demonstrable experience of building and leading a community of practice for architecture to support programme delivery in a multi-vendor landscape 5% • Have demonstrable experience of leading multi-discipline, multi-specialist architectural teams, including different frameworks, TOGAF and MODAF5% • Have demonstrable experience of guiding an architecture service to develop application architectures, integration architectures, data architectures, security architecture and models, and associated policies, practices and roadmaps consistent with best practice5% • Have demonstrable experience managing a complex stakeholder environment, including senior stakeholder management and ensuring proper governance.5% • Have demonstrable experience of guiding and influencing Programme architecture with capability of taking ownership and decision making.5% • Have demonstrable experience of implementations using Java, Microservices, CQRS, Event Sourcing and 3rd party interfaces/integrations. 3% • Have demonstrable experience of Open Source tools and technologies, i.e. Wildfly, Artemis. 3% • Have demonstrable experience in other disciplines, focusing on software development, e.g. CICD, DevOps, etc. 3% • Have demonstrable experience of enforcing best practice design processes, including DDD, within an architectural lead role. 3% • Have a strong security understanding and secure Government environments. 3% • Have demonstrable experience of owning architectural design artefacts, improvements and successfully presenting these through senior management meetings and governance boards.2% • Have demonstrable experience of leading, contributing to and implementing architectural standards.2% • Have demonstrable experience of providing leadership for an architecture service. 2% • Have demonstrable experience of working architecturally on a public cloud, especially Azure. 2% Nice to Haves • Have experience of leading an architecture service embedded within largescale Agile development/delivery teams, including Business Product Owners, Business Analysts, Business Architects, Full Stack Developers and Quality Assurance/Testing Leads1% • Have knowledge of working within GDS standards in an architecture service. 1% Work Location Primarily Southern House, Wellesley Grove Croydon CR9 1WW, MIJ HQ 102 Petty France, Westminister SW1H 9AJ and Rose Court, 2 Southwark Bridge Road London SE1 9HS (the "Base locations”, although some visits to other locations and UK Travel may be required.) Working Arrangments The Service is being delivered against the GDS Service Manual. SoW/Work-Orders will be issued to define the development outcomes of each project phase and typically span 3-6 months. The specialist will be required to work onsite at the base location working a (5) day week. For works required to be performed at a non-Base location and outside London (outside of the M25), all reasonable travel and expenses costs shall be met in accordance with the rates set out in the MoJ travel and subsistence policy. All expenses will require prior approval from HMCTS. Security Clearance Baseline Personnel Security Check (BPSS) which must be dated within three months of the start date. Additional T&Cs Any expenses shall be submitted in line with the Ministry of Justice Standard Travel and Subsistence policy. Suppliers shall provide transparency to the Buyer on the rates paid to resources and any third parties in the supply chain. Is someone currently in this role? This role is currently filled via a contractual vehicle which is due to expire in February, hence the re-competition. 2. What part in other procurements is this role expected to play? For example will the person fulfilling this role be expected to evaluate other DOS opportunities? Procurement activity will not be a core function of this role however as a senior role within the Programme we would expect the Head of Architecture to be involved in both writing/approving future requirements where relevant and on occassion to be an evaluator for those requirements. 3. Please could you confirm IR35 status of the role? CPP currently assess this proposed contract to be outside of the scope of IR35. We are not in a position to confirm to bidders with certainty any future assessments of IR35 as those will be subject to review by MoJ and HMRC. Bidders on this competition should take into account, particularly in regard to pricing, that services may be deemed to be in scope of IR35 by other parties beyond our control. 4. Can you confirm if this person will run both teams for which requirements were recently released? There was the one for CPP and more recently a Digital Architecture Team too? The role is for the Head of the CPP Architecture team and practice. 5. Is it likely this person will be more likely supplied by the supplier who is successful in winning the business providing the team too? They are separate competitions. Each will be evaluated individually using each comeptition's separate criteria. 6. Can any other security clearance such as CTC, SC or DV be considered for this role Yes higher levels of clearance are acceptable 7. Will you sponsor BPSS clearance? Yes 8. What is the lead time for feedback once the application is submitted? Evaluation and shortlisting in the week of 15th-19th January.Presentations/Interviews in week of 22nd to 26th January 9. Any chances of change in start date as the latest date mentioned is Thursday 15 February 2018 No - our requirement is start date of 15th February at the latest. 10. Any specific format(pdf,doc) in which CVs to be sent later PDF is preferred but any common document type whcih works on Windows 10 os is acceptable. 11. Is occasional remote working allowed? Yes. Occasionally. This is a leadership role which requires presence. 12. Is the rate inclusive or exclusive of VAT? Exclusive of VAT 13. Would you consider work permit holders (e.g. Tier 2 General Visa) and EU passport holders for this role ? Any candidate must have a legal right to work in the United Kingdom. There are no preferences with regard to nationality. 14. Are you accepting applications from candidates who are not currently security cleared? If so, will you sponsor the clearance procedure and what is a typical time period to attain clearance? Yes we will sponsor. Typically takes two weeks but there is never a guarantee. 15. Is the start date fixed or for the correct candidate, can you accommodate reasonable notice periods, eg 1-2 months? The start date is fixed as per answer above. 16. Could you please provide an organisational structure and governance arrangement surrounding this role. The role will be part of the CPP Senior Management Team and report directly to the Programme Director. The role will also report into the HMCTS Head of Architecture.
