Tender description

Tender for the establishment of a framework for consultancy services for the Broadcasting Authority of Ireland (BAI). The Broadcasting Authority of Ireland (BAI) wishes to establish a framework of consultancy firms or consultants (suppliers) to provide regulatory specific consultancy services relating to the BAI’s fulfilment of its role and remit as defined in the Broadcasting Act 2009; the EU Audio-visual Media Service Directive; the EU Electronic Communications Framework Directive; the Competition and Consumer Protection Act 2014; and compliance with all other relevant legislation. It will also include provision of policy-related expert advice on the following: — Development, review and revision of audio-visual policies, strategies and schemes, — Development, review and revision of broadcasting and audio-visual standards and codes of practice, — Conducting public funding reviews for public service broadcasters (PSBs), — Undertaking sectoral impact assessments. All areas of work must reflect the National and European regulatory regime and must be cognisant of on-going and potential developments impacting on broadcasting generally and on the BAI.
