Tender description

AWG Land Holdings Limited and Cambridge City Council, as joint landowners, are seeking a development partner to lead the planning promotion and delivery of a residential led mixed use development scheme of 121 acres for c. 5 200 units at the Cambridge Water Recycling Centre (CWRC), the former Cowley Road Park & Ride and the Cambridge Golf Driving Range. A bid has been submitted to the HCA for grant funding from the Housing Infrastructure Fund (HIF) to relocate the CWRC to a new location. The bid has been prioritised by the Cambridgeshire and Peterborough Combined Authority (CPCA) as their only bid to the HIF in the current round, demonstrating their commitment to the scheme. The relocation of the CWRC will be managed by Anglian Water and it is not envisaged that the development partner will be intricately involved with this process. The Core Site is included within the Cambridge Northern Fringe East (CNFE). This contract is being procured by AWG Land Holdings Limited and Cambridge City Council, as joint landowners. It is believed that CNFE’s redevelopment provides an opportunity to deliver a new neighbourhood capable of contributing significant number of new homes and space for work alongside additional and necessary amenities for the area. CNFE’s redevelopment into a mixed-use neighbourhood will create thousands of new homes and over 7 000 new jobs on the core site, supported by amenities and community infrastucture. The landowners' vision for the area is founded on lessons learnt from successful Innovation Districts in cities around the world, including 22@Barcelona and HafenCity in Hamburg. The regeneration of CNFE supports the ambitions of the Cambridgeshire and Peterborough Combined Authority for the wider region: — doubling the size of the local economy by reinforcing Cambridge’s position as a global centre of excellence for research, development and business growth, — accelerating house building rates to meet need, there by sustaining economic prosperity, — growing international recognition for the Authority’s knowledge based economy, and —delivering outstanding and much needed transport connectivity. This ambitious vision can be achieved with the relocation of Anglian Water’s CWRC, which currently serves Cambridge and the surrounding villages and occupies c. 40 hectares (100 acres) within CNFE. Anglian Water and Cambridge City Council control over 50 % of the CNFE regeneration area, including the Core Site of 49 hectares (121 acres). There are no known constraints to prevent the Core Site being brought forward with appropriate measures for development quickly after planning consent is obtained. The Landowners/Partnership are seeking to identify, through a Competitive Procedure with Negotiation, an experienced, innovative and proactive Master Planner who will develop the initial concept and ensure that our vision for Cambridge is successful for all interested parties. Interested parties are required to complete the attached SSQ from which the top 5 companies will be shortlisted and invited to participate in the first Invitation to Tender stage. Shortlisted companies will be invited to attend a clarification meeting during the initial tender period, before submitting their first bids. The partnership will then shortlist the top three with whom further negotiations will be initiated. Full detail of initial dates are included in the SQ document, with further dates to be made available in the first ITT document.
