Tender description

This Procurement will set up a pseudo framework agreement to provide Domestic Abuse Support Services in Gloucestershire. The Framework is divided into six specialists themed Lots as follows: — Lot 1: Core Service: Support for Victims, — Lot 2: Provision of Places of Safety, — Lot 3: Addressing Perpetrator Behavior, — Lot 4: Young People, — Lot 5: Early Identification and Workforce Development, — Lot 6: Stalking. The Services required under this procurement fall within Schedule 3 of the Public Contracts Regulations 2015 (SI 2015/102) and are therefore not bound by all of its requirements. The Council will follow its own modified version of the Framework process described under Regulation 33. This modified process includes the length of the framework and the ability to reopen the tender to ensure coverage of service areas. The Council intends to reopen the framework on an annual basis for Lots 2-6, providers should ensure they read ITT for full details. This lot will be a single provider and a direct award will be made on conclusion of the tender process. Please see the ITT for full details. This Services Specification is for the delivery of a county-wide Domestic Abuse Support Service in Gloucestershire. The specialist Services for Victims of domestic abuse will be a person-centered, trauma-informed, and strengths-based. The Services will support the Council and its partners in delivering the Domestic Abuse and Sexual Violence (DASV) Commissioning Strategy and Outcomes Framework. The Services will be a community based and provided according to prevalence and need of Service Users and communities, offering Services that reflect the populations that they serve. Support will be provided in the context of the family, offering a holistic approach to assessment, facilitating engagement and coordination of the Services. We are looking for a Provider who will deliver an outcome-based model providing Victim-centred, needs-led Services to support recovery and move-on from domestic abuse. The Services will have a clear focus on intervening at the earliest possible stage to reduce risk, prevent escalation and maintain safety, enabling Victims to remain in their own homes where it is safe to do so. Services will be strengths-based, addressing underlying needs and aim to end repeated cycles of victimisation, with clear outcomes towards de-escalation and pathways to independence, reconnecting Victims with the community. Services need to be flexible and be responsive to emerging and changing needs and priorities, offering a diverse range of provision across all levels of risk. Over the lifetime of the Contract, the Provider will be required to develop the focus of the Services on early identification and shift activity towards prevention and early intervention. Services included in this lot: — Specialist Domestic Abuse Accommodation, — Non-Specialist Domestic Abuse Accommodation (with support), — Non-Specialist Domestic Abuse Accommodation (without support), — Leasing Scheme, — Maintaining Safety in the Home (Sanctuary and Target Hardening). Services included in this lot: — Healthy relationship advice and support for males and females 18+, — Support to male perpetrators of domestic abuse age 18+, — Support to female partners/ ex-partners of male perpetrators receiving support. Services included in this lot: — Healthy Relationship Awareness Raising Sessions in a variety of settings, — Healthy Relationship Group Programmes and Domestic Abuse Prevention Programmes in a variety of settings, — Young Person’s Independent Violence Advisor (YPIVA). Services included in this lot: — Specialist domestic abuse training to up-skill front-line professionals, — Specialist domestic abuse workers co-located and working alongside front-line services, — Community awareness raising activity to engage the public and promote a zero-tolerance approach to domestic abuse in the county. Services included in this Lot: — Specialist support for Victims of stalking, — Programmes for perpetrators of stalking, — Awareness raising of stalking and its associated behaviors amongst professionals and the public.
