Tender description

Sefton Council currently has an outsourced ICT Service and is now seeking to re-procure this contract with effect from 1.10.2018. The Council is currently undergoing a transformation of its ICT estate and the successful provider will be required to deliver ICT Services across the transformed estate. Sefton Council requires a service provider to deliver a range of ICT services to and on behalf of the organisation. The ICT service will operate primarily from Bootle, Merseyside with ad-hoc requirements to visit other sites with tin the Sefton Metropolitan Borough as required. The Council currently has 2,500 ICT users, the majority of which are located in the south of the borough (Bootle) and the north of the borough (Southport), with the remainder spread out across various sites in between. As with all local authorities the Council continues to face significant budget reductions and it is anticipated that its ICT users will reduce by approximately 400 by 2020/21 to 2100. Although the number of direct ICT users will decrease, the Council is committed to developing its ICT and digital engagement with its partners, residents and business community. The Council’s ICT services have been provided from 2008, by an external provider. In order to inform this procurement the Council has undertaken a fundamental review of its current and future ICT requirements that reflect its ambition, current ICT estate and the objectives of it’s Framework for Change programme. In doing so the Council has also defined its requirements in respect of performance management, governance, staff transfer and invoicing and pricing. It is against these core activities that tenderers and their bids will be evaluated. The Council has identified the following 3 elements for the service that it wishes to procure from 1.10. 2018: — Core operational services, — Ad-hoc operational services, — Schools ICT services. Note: A breakdown of this service requirement is provided within the Council's selection questionnaire. Technology Estate. At the time of writing, the Council (in partnership with the incumbent ICT service provider and an external supplier) is undertaking the first phase of its ICT transformational programme. This programme will be complete by 6.2018. This will lead to the following: — Procurement of a Microsoft enterprise agreement, — Implementation of Windows 10 and Office 365, — Migrating e-mail to Microsoft Exchange Online, — Establishment of a SharePoint solution and migrate data to SharePoint, — Set up OneDrive and migrate data to OneDrive, — Design and rollout of managed desktop services (including build, configuration, and imaging), — Rationalise the server estate, — Rationalise databases and data, — Procurement of cloud hosting, — Commencement of the migration of servers and applications to cloud and — Introduction of active directory optimisation and Office 365 tenancy. The Councils new service provider will be required to take up the responsibility for the management and delivery of these functions as set out. Engagement with the concil. The Council requires its new services provider to work in a collaborative manner with its senior officers and members in order that the provision reflects both the business objectives of the Council and also the opportunities that continue to be presented through technology developments. The Council will facilitate appropriate governance structures to support the delivery of the contract but also requires the successful contractor to engage with the wider organisation and its partners in order that interests are aligned and comprehensive understanding of the aims and objectives of the Council can be made.
