Summary of the work The HMCTS Digital Architecture & Cyber Security function is undergoing an extensive Digital transformation, which requires the capability of Architects to drive architecture alignment, assurance & oversight. This work will include proactive contribution to the scoping and commissioning of change, the creation and assurance of artefacts and providing expert direction. Expected Contract Length Expected the contract will last 18 - 24 months. Latest start date Monday 5 February 2018 Budget Range The initial SoW is expected to last 6 months, and is expected to consist of: - 2x Lead Digital Architects primarily to drive cross-programme alignment, consistency and component re-use and to matrix manage architecture resources - 1x Enterprise Applications Architect to analyse the portfolio of established applications, create short and long term treatment plans, and oversee modernisation work - 1x Lead Data Architect to define and drive adoption of a strategic architecture for Data across the HMCTS portfolio of Digital change - 1x Cloud Technology Architect to optimise the current and future use of cloud resources (public and private) Why the Work is Being Done HMCTS have several Digital Change programmes in progress which are expected to continue for several years, and a steady pipeline of BAU business demand across an established business systems portfolio. Plus a significant and well established personal computing estate and portfolio of IT infrastructure services. These changes are expected to transform historically paper-based processes and citizen services into more transparent, accessible and efficient digital services as well as modernise many aspects of the way technology services are delivered to HMCTS own people. Problem to Be Solved The rate, scope and intensity of planned changes requires specialist skills to ensure a sufficient degree of consistency, rigour, quality and co-ordination is established and maintained across and between individual change programmes. The breadth of change under way means that a broad range of architecture skills will be required from infrastructure through to data and applications. Who Are the Users The Head of Digital Architecture and Cyber Security will be the primary owner of this service with the main users being the IT leadership team (3-4 people), Change Programme managers (3-4 people) and solution architects from each programme. Early Market Engagement None Work Already Done Some Digital Change programmes are in progress now and have been running for a year or longer, others are mobilising now for delivery in 2018 and beyond. Only minimal cross-programme architecture planning is currently in place. Existing Team The HMCTS ‘Digital Architecture and Cyber Security’ function is being rebuilt and this service will provide specialised resources as a means of rapidly growing team capability and capacity from a very low base. Project and programme teams, as well as IT service providers will be a mix of civil servants, interims and other 3rd party suppliers. Current Phase Not applicable Skills & Experience • Demonstrable experience of supplying a multi-domain, multi-specialist architecture skills across Digital Architecture, Applications Architecture, Data Architecture and Cloud Architecture (4%) • Demonstrable capability to supply a broad range of senior-level architecture skills with minimal lead time from demand to supply (4%) • Demonstrable experience of supplying Digital Architecture skills to support a change programme using Agile delivery methods (4%) • Demonstrable ability to translate business drivers and priorities into suitably aligned strategies, tactics and plans, with excellent client-facing and communications skills, and ability to influence at senior stakeholders (4%) • Experience leading and operating architecture governance groups across multiple domain areas (4%) • Experience of supplying Lead Digital Architects experienced in solution architecture definition including domain-driven architecture, micro-service identification and key design patterns. Plus good understanding of Java Spring, REST services development (4%) • Experience of supplying an Enterprise Applications Architect with strong understanding of Applications Portfolio Management principles and approaches; good understanding of Cloud/SaaS software licensing models and associated benefits & risks (4%) • Experience of supplying a Lead Data Architect with comprehensive and recent experience developing data related strategies, principles, policies and standards, plus directing data architecture adoption across multiple change programmes (4%) • Experience of supplying a Cloud Technology Architect with experience deploying/migrating existing business systems to a cloud infrastructure; good understanding of the licensing, security, availability, compliance issues associated (especially Azure) (4%) • Good working knowledge or experience of Agile methodologies (SAFe, TDD, SCRUM, Kanban, etc) (4%) Nice to Haves • Demonstrable capability to supply the required range of senior-level Architecture skills to the Public sector, Legal or Publishing sector (1%) • Experience of working within a central government ICT environment (1%) • Information Security certifications or significant related experience (1%) Work Location Principle location: HMCTS, 102 Petty France, London SW1 , and other locations around London (within M25) when required. Working Arrangments All resource will work directly to the Head of Digital Architecture & Cyber Security but will also work with various other team members, end users and suppliers. A flexible/hot-desking workplace is in effect such that elements of this work may be carried out off-site, only where this does not impact the effectiveness of delivery. The individuals will need to provide their own personal computing equipment and relevant office productivity software. Security Clearance BPSS Clearance as minimum, higher security clearance will be identified as necessary in specific SoWs Additional T&Cs All work products or other intellectual property created as part this engagement will remain the property of HMCTS. Expenses will be paid in accordance with standard MoJ Travel and Subsistence. No. of Suppliers to Evaluate 5 Proposal Criteria • Describe how you will ensure that HMCTS is supplied with high quality and appropriately skilled architecture resources, whilst minimising HMCTS effort in screening proposed team members. (4%) • Evidence an identified team/organisation and named key resources with the requisite skills, and demonstrate the capability and the capacity to deliver the services throughout the duration of the contract (4%) • Describe your approach to adding, replacing and rotating new team members, within a 2 week notice period, without impacting the service provided. ((4%) • Demonstrate how the proposal will provide value for money, optimise costs, how discounts will be linked to volume and duration. Will HMCTS accept applications from Digital Marketplace suppliers that have less than five currently available resources to submit? This requirement is expected to flex up/down by one or two resources over time, to a maximum of 5. The initial statement of work will be for at least 4 resources. Suppliers with short-term availability below this level will not be considered. 2. With Bank Holidays in the 2 week period of this DOS, will you consider extending the time scales you'll accept submissions within? Unfortunately we are unable to extend timelines for this requirement due to the required start date. We however, do understand suppliers may be away for Christmas after they have submitted the shortlisting evidence, and will therefore be going out for proposals on or after Jan 8th, with selected suppliers being given 5 working days to prepare. 3. Could you tell us if the deadline has taken into account the holiday period? Unfortunately we are unable to extend timelines for this requirement due to the required start date, as well as to ensure DOS2 framework compliance. We however, do understand suppliers may be away for Christmas after they have submitted the shortlisting evidence, and will therefore be going out for proposals on or after Jan 8th, with selected suppliers being given 5 working days to prepare. 4. Are you able to give any budgetary guidance ? We expect a blended rate for the SoW to be around £900 per day. We expect suppliers to provide the best possible resource, for the best possible price, and suppliers will be marked on their value for money, as identified in the proposal criteria. 5. How much Security experience is required for these roles given that the work is part of the HMCTS Digital Architecture & Cyber Security function ? The Cyber Security aspects of this function come under a separate service and so deep expertise is not expected. However, security considerations do permeate all aspects of Digital Architecture and so we would expect an up-to-date appreciation of the particular issues affecting each domain, with any relevant certification evidence being a nice-to-have, as per the DOS criteria. 6. When will suppliers expect to be notified of the next stages, considering the Christmas break. We expect to make our shortlisting decision by the 15/01.We then expect to go out for propsals in the WC 15/01.This will be followed by presentations in or after the WC22/01, depending on availibility of evaluators and suppliers.
