Why the Work is Being Done This work is to be done in support of the Defence Support Network (Information Services) (DSN(IS)) sub-strategy. This sets out the ICT response to departmental and operational needs in the context of wider Government imperatives and provides a guiding view of how logistics can meet the challenges and opportunities provided by digital technologies. The Defence budget remains challenged and digitisation provides opportunities for achieving ‘more with less’. DSN(IS) will seek to transform the existing portfolio of legacy systems and applications. This will optimise the applications of today and add capabilities for the future capitalising on industrial and academic innovation. Problem to Be Solved Understand baseline for MDM, DQ, Data Governance. Assessing current Logistics DQ/Data Governance and MDM initiatives operating within Defence and any benefits expected. Against a meaningful sample – analyse DQ, data refresh frequency, MDM, Data Governance, integration approach and any costs associated with each key data source to identify effectiveness, shortcoming and accompanying risks. Identify and understand key internal and external Logistics data sources for Defence. Develop a roadmap, aligned with Industry best practice (e.g. ISO8000), enabling the required DQ, DG and MDM level to be achieved within an acceptable and realistic (estimated) timescale for the activity. Who Are the Users We must be able to identify our Master Data and its sources, the maturity and effectiveness of our Data Quality/Data Governance to drive cohesion, aid future integration and improve the decision making capabilities of the organisation. Work Already Done The Defence Logistic Directorate information enablers vision and strategy. The DSN (IS) Sub Strategy and supporting report. In addition multiple reports have been conducted by the Support Chain Information Services (SCIS) within the Defence Equipment and Support (DE&S) and others regarding Master Data Management (MDM) and Data Quality (DQ) benefits in Logistics across Defence. All of which contain only some evidence to quantify the current state of Logistics DQ and MDM and are centred on IT solutions with minimal focus on the benefits and return of investment to the business. Existing Team The provider will be expected to work closely with a team within Defence Logistics and staff within the Defence Equipment and Support (DE&S) organisation (primarily the Support Chain Information Service (SCIS) Project Team) as product owners and subject matter experts. Current Phase Not applicable Work Location MOD Abbeywood, Filton, Bristol, BS34 8HW Working Arrangments The supplier will work closely with the MOD teams in Bristol. It is anticipated that whilst most work will be conducted remotely regular contact with Defence Logistics (DL) is maintained. The contractor will base some resource with DL at key points throughout the engagement. The cost of attending any meeting or performing tasks away from the contractors premises shall be borne by the future contractor. The supplier will submit weekly reports to the Service Manager regarding the status of the project, achieving key milestones and issues that may impact on timescales and cost. Significant updates required as necessary. Security Clearance SC must be in place prior to contract commencing due to nature of projects. SC status must be valid for duration of contract. Skills & Experience Demonstration of delivering projects at speed with clearly identified deliverables and timescales 25%. Working with third party stakeholders 5%. Relationship management 3%. Have experience of working on three or more digital by default Government services with high transaction volumes and meeting digital by default service standard criteria 5%.
