Westminster City Council is seeking to procure services for car sharing in Westminster in 2 Lots and for 2 years, with a further 2 year extension option. — Lot 1: will be for a single supplier to provide the fixed point car sharing service that currently exists in the city. — Lot 2: will be awarded to 2 suppliers for the provision of a floating car sharing service. Both car sharing schemes will be open to all members of the public and their purpose is to allow members on registration and payment of a fee to book, hire or rent, and use vehicles which are located on street within the city of Westminster. Lot 1: Fixed point or back to base is the current model in operation in Westminster, and is established throughout London, where vehicles are hired from a fixed bay and returned to that bay at the end of the hire period. Lot 1 will be for the provision of the service by one supplier covering the existing 185 bays on street, that includes 44 EV capable bays, to ensure a continuation of the service for members. Lot 2: Floating or flexible one-way car sharing where vehicles do not operate from a fixed point and the hire ends at the intended destination. Lot 2 will be for the award of contracts to 2 bidders to enable the city Council to test the viability of the floating model in the city and promote expansion of car sharing services. Initially there will be a maximum of 150 vehicles split between the 2 bidders although this could be subject to change on the basis of periodic review.
