Audit of Effectiveness

Tender description

To audit the effectiveness of the workstreams, initiatives and projects of the Health Education England (HEE) primary and community care programme to inform decisions regarding the continuation of such activity, its residual benefits and value for money. The provider will be appointed for a maximum 9 month period from January 2018 under the Crown Commercial Management Consultancy Framework RM3745. Lot 5 HEE is looking for a provider with demonstrable experience and expertise in audits of this nature, working across a national footprint for a large health or public sector organisation, with a methodology capable of withstanding independent scrutiny and experience of considering the effectiveness of initiatives (in this instance initiatives to increase recruitment). The applicant(s) should be able to demonstrate independence from the training providers and NHS organisations involved in the audit. The bid must clearly set out the methodology and the engagement processes that will be utilised in the process, and include examples of previous evaluation studies or reports on this scale. Your submission should also set out how the findings of each part of the audit will be reported and shared with project stakeholders, working towards a final comprehensive report by October 2018. This final report will be prepared with an assessment of each workforce initiative under the following outcomes/recommendations: • Ineffective and should be stopped • Partially effective and should be amended • Effective and should be continued • Effective and should be expanded • Effective and funding should be targeted to recommended areas Keywords: Health Education England, Audit, Primary Care
