Tender description
The Environment Agency has around 6 500 people in Incident Management roles, organised within 14 areas. These people play a vital role providing 24/7 response to flooding and environment incidents. There is a commitment to ensuring that all staff receive the necessary training and experience to feel capable and confident in their incident roles. This Prior Information Notice is to alert the market of our requirements in the areas of learning and development services and solutions to meet this commitment. Any resulting tender which is likely to be published early next year will include the provision of: Training delivery — Design and delivery of bespoke training to build knowledge, skills and capabilities, — Develop of materials to support new ways of working and new tools as they develop, — Consultancy in relation to training development and delivery; Exercising — Design and develop exercising material to maintain levels of preparedness, — Facilitation, — Consultancy for T&E only. Incident Management Training and Exercising Framework The Environment Agency is a category 1 responder, which has legal obligation to assess the risk of, plan, and exercise for emergencies. It responds to around 20,000 substantiated incidents (of which around 100 are classified ‘Category 1’ — major) each year. The Incident Management Strategy 2017-2022, clearly sets out the ambition to be a professional, trusted emergency responder; helping people, businesses and the environment to be more resilient to natural threats and environmental hazards. One of the key outcomes of this strategy is to have sufficient numbers of capable, confident and committed staff with the right skills and capabilities. Incident Management is constantly evolving as the Environment Agency seeks to improve its incident response capability, moving towards better planning, clearer priorities and space to be able to prepare and respond to incidents. It is envisage any resulting framework will provide the adaptability to change training and exercising provision to support this change over the life of the contract. We are looking to attract providers who primarily have experience in training delivery and development who may already have or will develop an understanding by working with our technical leads in the Incident Management community.
