Tender description

Cherwell District Council, South Northamptonshire Council, Redditch Borough Council and Bromsgrove District Council ‘The Authorities’ use temporary buildings for polling stations during elections. The specification details the requirements of the Authorities. The contract will be broken into 2 LOTS. Bidders have the discretion to bid for either LOT or both LOTs. Please refer to the Specification and Scope of the tender documentation for detailed requirements. Specification and Scope — Redditch Borough Council & Bromsgrove District Council: The contract covers the supply, installation and subsequent removal of polling stations along with temporary toilet facilities and in some cases generator. The polling stations, generators and temporary toilets MUST be delivered on or before Tuesday before any election being held on a Thursday. They must then be collected on the day after the Election takes place. This is to be done in liaison with the respective depots of the Councils and delivery schedules must be drawn up agreed and adhered to. For most years the polling stations are required for elections in early May, however, this could be subject to change. The polling stations may also be required at other times of the year should an election be called, which could be a general election, referenda and any potential by-election. This framework will, therefore, allow the Authorities to contact the preferred supplier within a reasonable timeframe in order for the supplier to supply the necessary equipment. Currently, up to eight polling stations (two of which do not require generators) along with temporary toilets are required per election or referenda. In some cases, it might be suitable to use integrated units with generators and toilets included. Whilst this framework is primarily for use of portable cabins for election purposes, the Authorities reserve the right to be able to use the preferred supplier to supply cabins for other such times and use as required. For election purposes, usually, there are eight sites, 3 for Bromsgrove DC and 5 for Redditch BC (See Table 2 for further information). Elections are not held in the Bromsgrove district every year, therefore there the polling station would not be required. The authorities reserve the right to ask the preferred supplier to supply cabins for any other areas when the time is needed. The Authorities will provide the preferred supplier with a reasonable timeframe. The stations must have the following: — suitable lighting, — suitable heating, — sockets for electrical equipment such as kettles, additional standalone heaters, and phone charging. Necessary arrangements for safe, easy lifting and transportation of the portable cabins at the site shall be made by the successful tenderer. The Authorities reserve the right to enter into their own individual contracts. The Authorities intend to enter into a contract for a period of 3 years from 05/02/2018 with the option, purely at the discretion of the Authorities to extend the contract by up to 2 years. Any extension shall be made purely at the discretion of the Authorities. This Tender Information document briefly describes the tendering process and timetable. Cherwell District Council and South Northamptonshire Council reserves the right to require the service provider to provide all or any part of these services to the following Contracting Authorities: — any corporation established, or a group of individuals appointed to act together, for the specific purpose of meeting needs in the general interest, not having industrial or commercial characters, and, — — financed wholly or mainly by another Contracting Authority listed in this specification, — — subject to management supervision by another Contracting Authority listed in this Specification.
