Why the Work is Being Done On behalf of the Department of Health, NHSBSA will soon become the responsible body for the NHS Jobs service, which is currently delivered via an outsourced contract. ‘NHS Jobs 2’, the current service, attracts c.4.5m applications yearly. The contract expires in February 2020. NHSBSA is now looking to commission a Discovery phase to inform NHSBSA's options for delivering NHS Jobs 3 post-expiry. Discovery is to be completed by March 2018. There may also be a requirement to provide services post-Discovery, covering Alpha and Beta phases. The exact nature of any future requirements will depend on the outcome of this Discovery. Problem to Be Solved The contract for the current NHS Jobs service expires in February 2020, which means the NHSBSA needs to establish the target architecture together with a target delivery model for the NHS Jobs service beyond February 2020. Who Are the Users As a potential applicant I need to find suitable employment opportunities so I can gain employment. As an applicant I need to apply for roles so I can be considered and where successful, gain employment. As a recruiting authority I need to attract the best candidates to vacancies so that my organisation can deliver. As a recruiting manager I need to select applicants efficiently so as to not create delays in recruitment. As a recruiting manager or organisation I need to track recruitments and access data to ensure the process is managed in a timely fashion. Early Market Engagement NA Work Already Done The Department of Health completed initial Discovery in 2016 with Dextrous Digital, looking at where user needs are being met and identifying that a disaggregated approach with a mixture of buy and build components would be most beneficial. However, it did not involve a market analysis to understand the feasibility of this model. There is a need to establish the target architecture and the delivery model, with a business case for the subsequent projects for delivery. Existing Team Service Manager for NHS Jobs 3 (Full Time) Delivery Manager (Full Time) Senior Strategic Sourcing Manager This will likely increase as service needs become more clear post December 2017. We would also expect that it will be necessary to liaise with the current provider of NHS Jobs . Current Phase Discovery Work Location The Supplier's core team must be co-located with the NHSBSA's team in Newcastle upon Tyne (or within a reasonable travelling distance), traveling to other organisations/locations as appropriate to conduct research. This could be at NHSBSA offices (Stella House, Goldcrest Way, Newburn Riverside, Newcastle Upon Tyne, NE15 8NY), or the NHSBSA's NHS Jobs 3 team may consider co-locating to a Supplier's offices if the working environment/facilities are appropriate and it is within a reasonable travelling distance from Newcastle upon Tyne. Working Arrangments The NHSBSA requires the Supplier to deliver a Discovery phase using Agile methodology working alongside the NHSBSA on daily basis. See ‘Address’ box above for location working arrangements. The supplier will be expected to produce the Strategic Outline Case in line with HMT Green Book Guidance, leading this delivery, but working in collaboration with the NHSBSA team. Expenses: must be agreed in advance with the NHSBSA’s Delivery Manager and shall be in accordance with the NHSBSA’s policy for Travel and Subsistence. Security Clearance All supplier staff should be BPSS cleared. Must be willing to comply with NHSBSA IG Policies available at http://www.nhsbsa.nhs.uk/2342.aspx. Additional T&Cs Suppliers who are shortlisted and then wish to submit proposals must register on the NHSBSA’s e-tendering solution which can be found at https://nhsbsa.bravosolution.co.uk/web/login.shtml The Cultural Questions will be assessed via a presentation, dates of which will be confirmed shortly, but anticipated to be w/c. 8 January 2018. The Supplier will be required to complete a data sharing agreement which satisfies the requirements of the General Data Protection Regulation and any associated data protection legislation by end April 2018. Skills & Experience Demonstrate experience of delivering successful discovery outcomes to support transformation of a service of similar size and complexity to that of NHSJobs (15points). Demonstrate experience of producing ServiceDesign (technology policy and business),options appraisals, use of ‘Wardley Mapping’ (or similar), aligned with market analysis for systems with millions users/transactions pa (15points). Demonstrate experience of digital service design covering infrastructure, back-end and front technologies, with delivery and transition in the context of modernising/replacing technology services in a secure manner (15points). Demonstrate experience of user research for complex transactional service transformation with a diverse mix of users including with low digital literacy/assisted digital needs (10points). Demonstrate experience of sharing knowledge and experience with in-house teams so as to build sustainable capability in order to take transformation forward (10points). Demonstrate experience of identifying and planning for integration with backend and legacy applications (15 points). Demonstrate experience of working successfully with incumbent legacy suppliers as part of Discoveries to support service technology transformations (10 points). Be able to co-locate with the Customer’s team in Newcastle as part of a blended multi-discipline team (10 points) Demonstrate successful delivery following the Digital by Default standards and aligned with TOGAF (the Open Group Architectural Framework) standards (10 points) Be able to deploy the team by mid to end January 2018 to complete Discovery (including delivering the Strategic Outline Case) by end March 2018 (15points). Demonstrate successful production of a Strategic Outline Case (as per HMT 5 Part Business Case Procedure) or an equivalent (15 points). Demonstrate experience of delivering using ‘Agile’ methodology (10 points). Demonstrate ability to produce specifications for post discovery project stages, where needed to enable procurement activities to commence, including recommending appropriate procurement routes where applicable (15 points). Demonstrate ability to scale to needs of a project, including beyond a discovery exercise (into Alpha/Beta phases) (10 points). Demonstrate previous experience delivering projects through full GDS lifecycle for similar size and complexity to NHS jobs (10 points). Nice to Haves Demonstrate experience of working with the Department of Health or NHS services on services that have a national reach (10 points). Demonstrate experience of working with on-line or digital staff recruitment platforms and/or services (10 points). Demonstrate knowledge of, and willingness to recommend, creative, innovative solutions which offer longevity and flexibility to respond to future changes (15 points). How the supplier team will adopt Scrum methodology (35 points) Proposed plan of activities, including proposed deliverables and dates, demonstrating ability to complete delivery of Discovery (including the Strategic Outline Case) by end of March 2018 (50 points).
