Tender description

Portsmouth City Council — the ‘Authority’ — is inviting tenders from suitably experienced contractors for inclusion on a multi-supplier framework agreement that will be used to let minor highways works and other related works activities. The Authority is inviting mini-bids in for the delivery of two (mini-bid) projects in order to establish the framework agreement concurrently with the award of contracts for these projects. The estimated contract works value and on site works duration timescales for the projects are 22 500 GBP / 4 weeks (Albert Road, Festing Junction) and 80 000 GBP / 6 weeks (London Road — University Crossing) respectively. The Authority is targeting to have awarded the agreement by 6.2.2018 with a commencement date of 5.4.2018 in respect of the framework agreement and on site works commencement dates of 19.2.2018 in respect of both mini-bid works contracts. The framework agreement will run for a term of 4 years. The Authority is inviting mini-bids in for the delivery of two (mini-bid) projects in order to establish the framework agreement concurrently with the award of contracts for these projects. The estimated contract works value for the projects is 22 500 GBP (Albert Road, Festing Junction) and 80 000 GBP (London Road — University Crossing) respectively. The majority of works let via the framework agreement are expected to be in the region of 5 000 GBP — 150 000 GBP. The agreement may be used to let higher value works subject to capacity and capability of the framework contractors. The Authority is targeting to have awarded the agreement by 6.2.2018 with a commencement date of 5.3.2018 in respect of the framework agreement and on site works commencement dates of 19.2.2018 in respect of both mini-bid works contracts. The framework agreement will run for a term of 4 years. The framework agreement will also be accessible to the following additional contracting authorities: — University of Portsmouth — Portsmouth International Port & MMD Shipping Services LTD It is estimated that the total annual value of work let via the framework agreement will be approximately 1 000 000 GBP — 1 500 000 GBP per annum or 6 000 000 GBP for the entire duration of the agreement based upon the Authority's requirements. This could rise to £2M per annum or £8M across the duration of the agreement if the additional contracting authorities utilise the framework. These values are provided as a guide only and the Authority reserves the right to exceed these values in the event of unforeseen works requirements, opening up of new funding streams, etc. The Authority intends to create a single multiple supplier framework agreement made up of a primary and secondary tier list of suppliers that will cover the Authority's forecast requirements. To establish the tiers suppliers will be ranked in descending order based on their average scores. The tiers will be structured as follows: — Primary Tier — consisting of the top ranked 4-5 suppliers. The Primary Tier will be used to let the majority of standard works. — Secondary Tier — consisting of the next ranked 5-6 suppliers. The Secondary Tier suppliers will be called upon if / when there are performance or capacity issues in the Primary Tier or in respect of non-core niche and / or higher value works. In the event of significant disparity in the ranking of suppliers in respect of the two mini-bid projects the Authority reserves the right to establish two framework lots covering lower and higher value works at award of the framework agreement. The framework will be let under the terms of the NEC4 Framework Agreement with the majority of call-off contracts let under the NEC4 Engineering and Construction Short Contract (ECSC) using either a traditional fixed price or re-measurable single stage mini-competition process. To ensure that the appropriate contract is used on a project by project basis the Authority retains the right to also use the following as necessary; — NEC4 Engineering and Construction Contract (ECC), — NEC4 Term Service Short Contract (TSSC), and — all NEC4 payment options and secondary clauses In addition to the above a range of other procurement strategies may be used including but not limited to: design & build, early contractor involvement and two stage tendering, which will be set by the Contracting Authority calling-off the package of works. The deadline for submission of tender returns is 3.1.2018 12:00. Tenderers are requested to submit requests for clarification by 18.12.2017 23:59. A Bidders Briefing is scheduled for 6.12.2017 14:00 at the Authority's Civic Offices, Guildhall Square, Portsmouth. Interested tenderers must confirm attendance by 5th December 17:00.
