Tender description

2 The NIAO wishes to appoint a consultant, with knowledge and expertise in the application of data analytics, to provide consultancy support between January and March 2018. The consultant will be required to take a lead role in researching and making recommendations on the options available to apply data analytics in the audit work of NIAO; liaise with key stakeholders including the other public audit agencies (Wales Audit Office, Audit Scotland and National Audit Office) and service providers (including Account NI); contribute to the procurement of new data analytics software and undertake other duties relevant to the assignment. In doing this, the consultant will be expected to work alongside the NIAO technical team. The successful tenderer, appointed as a Data Analytics consultant, will report to the C&AG and to persons delegated by him. The consultant will be required to: — Research and evaluate options and make recommendations to enhance and further develop the use of data analytics in: — The completion of financial audit work with a view to improving efficiencies in the delivery of the audits and adding value to the audit findings. — Public reporting with a view to developing a robust approach for undertaking investigations and enhancing the presentation of findings in published material through the use of a range of info-graphics. — Liaise with key stakeholders including other public audit agencies (Wales Audit Office, Audit Scotland and National Audit Office) and service providers (including Account NI). — Contribute to the process of considering new data analytics software. — Provide a draft report, within the initial contract period, for discussion with the C&AG or his delegated representative which includes recommendations for the future use of data analytics in NIAO's audit work. — Undertake other duties relevant to the assignment. The primary aim of this assignment is to identify the role that data analytics can play in enhancing audit quality and efficiency. The successful tenderer will be expected to demonstrate sufficient experience and expertise in this area to undertake this role. NIAO will have ownership and control over all information produced during the course of the contract.
