Tender description

Notification of Award of the following: Complete emissions monitoring testing at our Combined Heat and Power Plants (CHPs) and Sludge Powered Generators (SPGs). Under the Environmental Permitting (England and Wales) Regulations 2008, Thames Water Utilities Limited has a requirement to complete emissions monitoring testing at our Combined Heat and Power Plants (CHPs) and Sludge Powered Generators (SPGs). At our CHP sites, the requirement is for periodic monitoring, typically an annual emissions test of CHP engines and boilers, that are combusting biogas (arising from the sewage treatment process) for energy. At our SPG sites, the requirement is for Continuous Emissions Monitoring Systems (CEMs) where the regulated activities are existing Waste Incineration Installations (currently under Directive EC 2000/76/EC) where sludge cake is incinerated within fluidised bed-furnaces. This process is to appoint an Emissions Monitoring Managing Environmental Consultant (EMMEC) covering all our EPR CHP and SPG sites. Currently there are 17no CHP sites and 2no SPG sites that are in scope. However, future requirements may change, such as additional CHPs and Advanced Energy Recovery (Pyrolysis). The scope would be to complete all emissions monitoring from the planning stage, through to testing, reporting and interpretation. The EMMEC would be responsible for the day to day management of all aspects of the emissions monitoring programme including all contacts and questions arising from Thames Water, the individual site Process Managers and support all requests arising from the regulator. It is intended that this work will be in 3 lots, they are: Lot 1 — Monitoring of CHPs, Lot 2 — Monitoring of SPG Emissions to Air, Lot 3 — Monitoring of SPG Ash/Effluent, Lot 4 — Combination of all three lots. Thames Water reserves the right to award lots separately or to combine two or more lots into a single agreement if we choose to. If Lot 4 is the chosen option during the invitation to negotiate phase then the following weighting will be used to assist in providing the overall lot score: Lot 1 40 %, Lot 2 40 % and Lot 3 20 % This lot is to cover the monitoring of CHPs only.
