This is a prior information notice (PIN) to advertise an early market engagement only. Publication and call for competition will be conducted once scope of work is fully defined and approved by the UK government. The UK is complementing Malawi Government's efforts to tackle population challenges through scaling up access to modern contraceptives and sexual reproductive health and rights services with a special focus on adolescents and young women. DFID Malawi is in the process of designing a new programme on sexual and reproductive Health and Rights (SRHR) for the period 2018 to 2023. This targeted investment programme will expand DFID's current support to sexual and reproductive health and rights services including family planning via quality third party provider(s) — with a view to increasingly meet the needs of adolescents and younger people. Programme Title: “Tsogolo Langa” Expanding access to Sexual and Reproductive Health and Rights and Family Planning services in Malawi. Programme Introduction The UK is complementing Malawi Government’s efforts to tackle population challenges through scaling up access to modern contraceptives and sexual reproductive health and rights services with a special focus on adolescents and young women. DFID Malawi is in the process of designing a new programme on sexual and reproductive Health and Rights (SRHR) for the period 2018 to 2023. This targeted investment programme will expand DFID’s current support to sexual and reproductive health and rights services including family planning via quality third party provider(s) — with a view to increasingly meet the needs of adolescents and younger people. The programme will achieve this through four core focus areas: 1. Ensure commodity security: Procurement of family planning commodities for the national supply. 2. Create an enabling environment for adolescents including girls with disabilities to access and use youth friendly sexual and reproductive health and rights services to reduce teenage pregnancies and promote positive behaviour change among the young people 3. Scale up access to modern contraceptives and family planning services across the country through expansion of rural outreach work and start to reach out more to urban poor areas. 4. Provide technical support to Government of Malawi and district structures to strengthen strategic leadership, coordination, policy implementation and increasing the evidence base for decision making. DFID is considering contracting a lead management agent with SRHR/FP thematic experience to bring together a suitable consortium to deliver the services elements of the programme specifically the Technical Assistance (TA) and Research; and service delivery of both the youth SRHR and general FP services component. The results expected from these components which the consortium is expected to deliver by 2023 are: — 1 285 000 unintended pregnancies averted. — 4 730 000 m total couple years of protection. — 6 000 maternal deaths averted. — 24 425 Child deaths averted. — 382 000 Unsafe abortion averted. — 2 435 000 m Total disability adjusted life years averted. — 316 754 additional family planning users. “Tsogolo Langa” is a local Chichewa word in Malawi which means “My future”. This name is more appealing to young people as the words Family Planning ”do not resonate well with young people”.
